Job Summary:

Assist the Human Resources Manager in the implementation of policies and procedures related to the acquisition, retention, training, and development of employees.

The position also aims to help in the development of programs/initiatives that would enable the Human Resource Department to be a strategic partner of the employees and the organization in the achievement of set goals and objectives.

Job Description:
Management Performance Areas:

The management functions of Planning, Organizing, Leading, and Controlling must be evident in running the department. Direct reports who are supervisors must also perform the management functions of Planning, Organizing, Leading, and Controlling. Direct reports who are non-supervisory must perform the basic functions of work planning, organizing, and controlling.

Technical Performance Areas:

Timely Hiring and filling up of vacancies within the organization of qualified personnel by requested profile. Strategic recruitment must always be the guiding principle. Competency-based hiring shall be implemented, both internally and externally sourced. Timely placement of new hires must be within performance standards. Standard HR Interventions to allow ease in the assimilation process of a new employee in the workplace must be effectively implemented. Periodic manpower agency performance appraisal.

Movements:

Basic elements exist on transfers/promo such as; vacancy is within the approved plantilla, performance appraisal is understood, accepted, and signed by the employee, releasing and accepting superior consulted and in agreement, NPA approved before effectivity of transfer, workplace complete. Regularization/probationary cancellation; decision approved and documents issued to the employee not later than 2 weeks after the employee’s 5th month.

Organization Development Programs.

Spiritual, Attitudinal, and Skills development programs are implemented by program standards of corporate Organization Development. Programs pertain to employee training and development, employee communications, employee recognition, spiritual upliftment, performance management systems, succession planning, management trainees, and family-based programs. Org review is done quarterly per program standards. Initiates revision of Org. charts and changes in plantilla as a result of the review.

Administration/Employee Relations:

Policies, systems, procedures, and company rules and regulations are implemented. Disciplinary cases are handled within disciplining standards. Service vehicle administration. Legal case tracking and management. Agency manpower concerns and billing. Office and premised cleanliness and maintenance.

Employee Programs:

Post-program reports are reported to the mancom and Corporate Human Resources. Cooperative concerns. Community Relations. PR with local established and maintained (Baragay, PNP, lto, and doh).

Management Reports:

Weekly reports and monthly reports are prepared using the standard template. Reports are presented to the plant mancom weekly and monthly. Variances/exceptions are evaluated and explained. Reports are sent to Corporate Human Resources for consolidation weekly and monthly for mancom presentation. Semestral reports are prepared for presentation in the mid-year performance review, and annual reports are prepared for presentation during the annual business planning at year-end.
