Department Overview:

Enterprise L&D is responsible for the strategic direction and establishment of effective employee development solutions to build capabilities for leaders and employees and support them to align with TD’s talent strategy and overall business priorities.

Reporting to Sr. Manager, Enterprise Learning Programs, Enterprise Learning & Development, the Program Manager, We Are TD, is responsible for partnering with Learning Solutions Architects, HR Business Partners, vendors, and the broader L&D team to scope out learning and development opportunities and ensure end-to-end delivery of high quality, innovative, diverse, multi-modal blended learning solutions on a variety of learning projects that support business priorities, enable people strategies, and impact key business measures.

Specifically, the Program Manager will support We Are TD, a consistent immersive in-person and virtual onboarding experience for new to Bank colleagues.

Job Description:

The Program Manager is responsible for TD's new enterprise "We are TD" onboarding program (ILT/VILT) including strategy, execution, learning content and budget management. They act as primary point of contact and strategic partner to all businesses and corporate groups and responsible to deliver a consistent onboarding experience to all new hires. 

The position requires critical thinking, strategic planning, project management, change management, collaboration, stakeholder relationship management, and advanced verbal/written communication skills.

KEY ACCOUNTABILITIES

Lead the development and implementation of enterprise-wide HR programs, including design, development, implementation, monitoring, reporting, and resolution of issues for a specialized functional area.

CUSTOMER

Negotiate, influence, and build strong relationships with business leaders, subject matter experts, and HR partners to understand business strategy and evolving program needs

Develop and execute the long-term program strategy & plan and associated roadmaps for the program, ensuring they align with the skills needed to support the broader business vision and delivers a great learner experience

Partners with L&D stakeholders to ensure L&D workstream is appropriately staffed and resourced to support the initiative

Interact, collaborate and help influence peers to ensure alignment to the long-term plan;

Act as intermediary between learning COE leads and business leads to ensure the program is effectively executed;

Manage issues or escalations in relation to the delivery of the program

Identify and implement process improvements that reduce costs or create capacity within learning development and delivery

Align to enterprise frameworks or methodologies

Develop and execute diverse programs, implement and develop activities, tools and programs for businesses, and support people strategy and management activities

Manage, analyze and draw insights from data to inform priorities and initiatives, including post-implementation reviews and program analysis to ensure solutions continue to meet HR strategy and vision

Research, analyze and develop Best in Class solutions designed to address gaps and developmental priorities aligned to business needs and the TDBG people mandate

Support the implementation, management and monitoring of a consistent, disciplined processes/ programs

Support the business in identifying and delivering against business and HR projects and initiatives by executing project management deliverables within budget and as per the approved project plan, working with business and HR partners to develop the content of those deliverables

Support regulatory applications by providing relative HR information for report to the applicable regulatory bodies/responding to requests for information

Ensure respective programs/policies/practices are well managed, meets business needs, complies with internal and external requirements, and aligns with business priorities

Consistently exercise discretion in managing correspondence, information and all matters of confidentiality; escalate issues where appropriate

Ensure business operations are in compliance with applicable internal and external requirements ( e.g. financial controls, segregation of duties, transaction approvals and physical control of assets)

Participate in cross-functional / enterprise / initiatives as a subject matter expert helping to identify risk / provide guidance for complex situations

Conduct internal and external research projects; support the development/ delivery of presentations / communications to management or broader audience

Monitor service, productivity and assess efficiency levels within own function and implement continuous process / performance improvements where opportunities exists

Lead / facilitate and/or implement actions / remediation plans to address performance / risk /governance issues

Actively manage relationships within and across various business lines, corporate and/or control functions and ensure alignment with enterprise and/or regulatory requirements

Keep abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impacts

Protect the interests of the organization – identify and manage risks, and escalate non-standard, high risk transactions / activities as necessary

Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite

Highly seasoned professional role requiring substantial knowledge / expertise in a complex field and knowledge of broader related areas

Integrate knowledge of the enterprise sub-function’s or business line’s overarching strategy in developing solutions across multiple functions or operations

Interpret internal/external business challenges and the industry environment, recommends course of action and best practices to improve products, processes or services

Act as a technical expert / lead integrating cross-function understanding within their own field of specialty; may manage team(s) of related specialists

Lead cross-functional teams or projects with significant resource requirements, risk and / or complexity

Solve or may lead others to solve complex problems; leads efforts or partners with others to develop new solutions
