HR SPEC (COMPENSATION/RECRUITMENT & PLACEMENT) (Title 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (COMPENSATION/RECRUITMENT & PLACEMENT) (Title 32), PD# D1040P01 and is part of the RI HRO. The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Responsibilities Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels. Determines nature of action and legal authority under which action is to be processed. Establishes and certifies accuracy of rates of pay for all placement actions in accordance with federal law, OPM, NGB regulations and local policies. Reviews personnel records to prevent dual employment and/or dual compensation. Ensures required selection documentation and information is correct. Verifies medical certificates and reports from references and verifies security requirements. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems using pay setting tools. Routes Request for Personnel Action (RPA) for additional action and approval utilizing the automated system. Initiates select/non-select notifications. Defends Personnel actions in accordance with policies, regulations, and procedures in the event of recruitment or placement grievances or formal grievances/complaints on qualification ratings or related merit promotion actions (other than non-selections).Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. Creates RPAs that pertain to a wide variety of moderately complex personnel actions and manpower situations by determining appropriate Nature of Action, legal authority, salary, veteran's preference, required remarks, and the impact to the employee, the supervisor, and the agency. Establishes and maintains official folders, files, and reports for these efforts. Provides information services to customers and employing organizations. Responds to walk-in and telephone inquiries regarding a variety of personnel matters. Provides advice and assistance to customers. Responds to standard inquiries involving the recruitment process such as vacancy announcements, status of employment applications, qualification requirements, and human resource programs. Uses personnel computer, word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc. Employee works from rough drafts, documents, written instructions, or brief oral statements. May transmit, receive and/or acknowledge electronic mail, messages, forms, and reports; and ensures proper handling and clearance, if required. Material is created in draft or final form into a variety of formats utilizing terminology common to the program and organization. Ensures accuracy and timeliness of information, spelling, grammar construction, punctuation, and presence of necessary enclosures. Requirements Conditions of Employment Qualifications Military Grades: E-4 through E-7 SPECIALIZED EXPERIENCE: Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. For all positions, 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Education If you are using Education to qualify for this position, you must have: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
