Summary This National Guard position is for a HR SPEC (MILITARY) (TITLE 32), Position Description Number D2052000 and is part of the RRB located in Draper, with the Utah National Guard. IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG. The selecting supervisor for this vacancy is MAJ Shane Sorensen. Responsibilities Major Duties: This is not an all-inclusive list As a HR SPEC (MILITARY) (TITLE 32), GS-0201-11, you will: Develops, implements and evaluates the personnel and administrative policies for the Brigade/Group/Troop Command. Serves as the primary advisor for the command in the areas of personnel, legal, and medical operations. Provides oversight for and consolidates unit level feeder reports. Reviews legal documentation and provides recommendations for appropriate actions and/or forwarding to higher headquarters. Develops command level guidance and oversees the implementation of the enlisted promotion management system. Ensures timely completion of military personnel evaluation reports. Provides assistance and guidance in the preparation of officer promotion packets for required board actions. Responsible for planning and coordinating health service support (i.e. annual medical certification, vaccinations, physicals, profiles, medical review boards, etc) for the command. Makes day-to-day decisions for the commander in the area of personnel assignments. Investigates and recommends, as directed, appropriate action on incidents, accidents, and complaints involving subordinate units' personnel. Reviews, analyzes, and provides recommendations relative to proposed Modified Table of Organization and Equipment (MTOE) and/or force structure changes to determine the impact on personnel authorizations. Keeps abreast and ensures the implementation of new policy statements, regulations, and directives issued by higher headquarters concerning administrative and personnel activities. Coordinates and assists in developing plans for recruiting and retention within the command. Provides guidance to staff officers, commanders and full time employees in policy and procedure changes concerning areas of strength management. Represents the National Guard and the Commander in the community. Provides support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training and for such things as recruiting and security of those facilities. Submits articles, stories, announcements, or advertisements to local news media designed to make the public aware of the National Guard and their role in the community and in national defense. Plans, organizes and assigns work to employees engaged in personnel and administrative work assigned at the command level. Prepares requests for filling vacancies to meet workload requirements. Acts to resolve disciplinary problems or forwards to higher level management for resolution. Formulates plans for equal treatment of all employees. Assures position management principles are adhered to and position descriptions are accurate. Performs other duties as assigned. Requirements Conditions of Employment Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Potential for Incentive Pay. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications *Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. **Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit. BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Do you posses the following required specialized experience? Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. And experience that prepared you to perform the duties of the position. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Knowledge of a wide range of military human resource management concepts, regulations, policies, procedures, analytical methods, and techniques sufficient to provide comprehensive guidance to the command and staff within the Brigade/Group/Troop Command. Knowledge of requirements as defined by the authorized or pending MTOE sufficient to analyze personnel authorizations to ensure desired level of personnel readiness posture is maintained. Knowledge of personnel and medical readiness factors and requirements in order to enhance overall readiness of the organization. Knowledge of personnel and administrative functions to direct and conduct subordinate unit inspections and assistance visits and evaluate the results. Knowledge of military and state codes, laws, rules, and disciplinary procedures to advise organizational commanders on available courses of action. Knowledge of strength maintenance procedures and programs within the organization in order to develop and implement strength maintenance plans. Knowledge of accession and appointment requirements for officer and warrant officer candidates sufficient to provide procedural guidance for completing commissioning and appointment packets. Knowledge of personnel deployment requirements sufficient to provide procedural guidance in the maintenance of individual mobilization files, review and monitor the status of personnel and medical deployment requirements, and the publication of required personnel orders. Knowledge of organizational missions and capabilities to perform presentations and briefings to community or military representatives and organizations. Ability to communicate both orally and in writing sufficient to express ideas and give guidance utilizing presentations, briefings, and correspondence. Education EDUCATION REQUIREMENTS: Army National Guard and Air National Guard Officers: An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. *You must provide transcripts to support your Educational claims Army National Guard Warrant Officers: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Army National Guard and Air National Guard Enlisted: Must have a high school diploma or a general education development (GED) diploma.
