Job Description: This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs. The position will be supporting construction activities of a joint venture at Test Operations Sustainment (TOSII) project through a client safety management system established at the Arnold Engineering Development Complex (AEDC) located in Tullahoma, Tennessee. The position will require the successful candidate to interface with existing team members and client representatives to deliver successful project modernization execution. The purpose of this position is to manage the Health, Safety & Environmental (HSE) function to create and sustain a productive work culture and safe work environment in order to avoid and minimize HSE related problems. These problems include but are not limited to prevention of human injury, environmental degradation and unsafe working conditions/practices. This is done through health, safety and environmental training, programs, and processes with a visible and uncompromised commitment to the protection of the environment as well as the productivity of the Company’s employees. •Manage and train subordinates assigned to her/his area on HSE activities on Total Installed Cost (TIC) large-scale projects; duties may include the calculation and control of HSE budgets, staffing requirements and schedules; assisting in the preparation of certification/classification programs and the preparation of the supporting HSE documents; coordination and execution of safety cases (SC) and support studies; Process Hazard Analyses (PHA); Fire Protection Specifications (FPS) and Environmental Impact Assessments (EIA) as required by certification or regulatory entities • Confirm project site adheres to established AEDC safety programs and regulatory HSE standards and guidelines • Manage, train and supervise HSE employees, inspectors, and other employees working in the HSE department on a project through an expert knowledge of the Air Force regulations, AEDC programs and goals • Manage the application of AEDC safety procedures as established on the project site. • Provide guidance, assistance and advice to joint venture partners, project management, and project organizations through interpretation of established AEDC practices and procedures in relation to Air Force requirements and current legislation and regulations • Provide input for HSE permit preparation on projects by maintaining expert knowledge of current AEDC guidelines and regulations • Assist the joint venture training department in the development, customization, and the implementation of site-specific orientation, regulatory training and required AEDC training for project compliance • Initiate, foster and maintain HSE standards and goals through project wide HSE programs to heighten awareness and promote a safe and productive work environment • Supervise the monitoring of HSE metrics to provides recommendations to HSE management when necessary to meet project standards and goals • Supervise the development of approaches and solutions to HSE-related issues including managing investigations of accidents and near-misses, summarization of findings, and recommendation of strategies to prevent recurrences; supervise proposals and the implementation of a course of action approved by the joint venture and the client • Supervise the collection, protection and data storage related to project incidents that may result in litigation • Supervise the preparation, maintenance, retrieval, and communication of records, reports, or documents that may be required to meet corporate or regulatory requirements, including monitoring the application of HSE standards and goals • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations • Analyze situations, identify and forecast pertinent problems, and evaluate realistic options; and recommend/implement appropriate course of action • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines • Maintain compliance with all applicable policies, procedures, and global standards • Adhere to and support Arnold Engineering Development Complex (AEDC) safety and environmental policies • Effectively develop and apply the Core Skills to the job • May need to travel to attend to business related matters • Meet expectations on attendance and punctuality • Other duties as assigned Job ID: 148231BR City: Tullahoma State: Tennessee Country: United States We are an equal opportunity employer that recognizes the value of a diverse workforce.
