HSE Manager
We are assisting a client based in Doha, Qatar and looking for HSE Manager for an 18 months contract. 

Job Objective:
Lead and ensure the safe, efficient, and high-quality execution of all project operations, with a strong focus on internal and external customer satisfaction and regulation compliance.

Roles and Reponsibiltiies:
Strategic Leadership & Management Systems Management Systems Integration: Ensure Management Systems are fully known, implemented, and integrated across all project operational sites. System Development & Accreditation: Direct and participate in the continuous development, maintenance, and alignment of project documentation and its implimentation. Operational Excellence & Compliance Operational Procedure Development: The creation, and implementation of project operational procedures and instructions to ensure safety, efficiency, and compliance. Compliance & Audits: Continual evaluation of project operations by conducting internal audits and reviews, and oversee the closeout of non-conformities to ensure ongoing compliance and Client standards and developed project procress/documentation. HSE Contract Management: Lead the planning and execution of all HSE requirements for proejct sub-contrators operational contracts, ensuring alignment with both company and client-specific standards. Risk Management & Analysis Risk Assessments: Direct the development and implementation of Project Operational Risk Assessments, ensuring thorough risk management. HAZOP and Risk Analysis: Manage the facilitation of HAZOP, SIMOPS, HAZID, and SWIFT analyses, ensuring comprehensive risk assessments and safety in ongoing project operations. Resource Allocation & JSA: Ensure sufficient resources are allocated for project operations, including the development of task-specific Job Safety Analyses (JSA) and Risk Assessments (RA) and their implimentation (internal/.external). Performance Management & Training Performance Measurement: Evaluate contract personnel’s performance, with a focus on behavioral safety and adherence to client processes and protocols. Training & Development: Oversee the departmental training needs assessment and manage the implementation of training plans, ensuring continuous improvement and readiness. Reporting & Improvement: Manage project reporting tools, provide analytical insights, conduct site visits, and contribute to the development and implementation of operational improvements.
Qualifications:
Education & Professional Qualification: Bachelor’s degree and 8 years experience or 12 years basic education and 10 years’ experience, and NEBOSH Diploma / IOSH Managing Safely /Lead Auditor (14001 / 9001 / 45001)Advanced / Team Leader Incident Investigation (TopSet / Kelvin TopSet) Valid offshore certification (BOSIET / H2S OPITO) Professional Experience: 5 to 10 years of industry experience in a similar role (EPCIC Projects, Cable Project, Subsea Operations). Geographic Experience: GCC preferable Market/Industry/Functional Knowledge: A high degree of understanding of EPCIC Proejcts both Offshore/Onshore. Knowledge of the following standards:ISO 9001/ISO 14001/ISO 45001/IOGP guidelines /IMCA Guidelines
