Job Summary for HSE Manager
The HSE Manager is responsible for oversight and direct supervision of the overall HSE Program for the Heavy Civil Laredo, TX Division. This includes managing, administering and coordinating the Health, Safety, and Environmental (HSE) activities in accordance with the polices, goals and objectives established by Primoris senior leadership, client requirements and government legislation (OSHA). The HSE Manager will manage and oversee the overall Heavy Civil HSE program and work directly with Heavy Civil Laredo Division leadership on all HSE needs.
Key Responsibilities / Accountabilities:
Responsible for direct supervision of Heavy Civil HSE staff in the Laredo, TX Division ensuring effective field engagement, training and coaching. Implement HSE Policy and Procedures in coordination with Heavy Civil Division, Project, and HSE leadership. Develop weekly and monthly reports evaluating HSE metrics for division and project management: the effectiveness of project HSE programs and operations the occurrence of any significant HSE incident on the projects implementation of corrective or remedial actions arising out of significant incidents Report to and advise division and project management on current OSHA legislation, information, requirements and work in coordination with operations leadership regarding any identified HSE improvements needed. Ensure project management evaluates HSE performance to comply with regulatory and company requirements. Research legislation and information applicable to site operations. Assist project management on site HSE-related issues. Implement weekly requirements for Worksite HSE Inspection/Focus Audit program. Verify that employees exercise the right-to-refuse unsafe work is supported by managers and supervisors Coordinate the development, implementation, distribution, and communication of the Project Specific HSE Plans and HSE documentation. Liaise HSE Director on project-related issues. Conduct performance evaluations on site and report out results to HSE Director. Ensure that the site-specific information contained in Primoris Safety Management Systems (Intelex) is up-to-date and accurate. Conduct investigation reports of incidents including HSE, medical, first aid cases, and damage to property or equipment and verify that corrective action has been completed and closed out. Notify HSE Director of reportable incidents per local and federal regulations as directed. Provide training and oversight of training qualifications. Prepare monthly HSE performance statistics and distribute to division management. Implement the new employee and sub-contractor HSE orientation program. Participate and attend HSE/Weekly Supervisor meetings. Review and Audit hazard assessments (JSA/STAR Cards) for accuracy and relevance to performed work. Provide coaching and recognition to employees on implementing and developing SWPs, THA’s, JHAs, and the overall hazard assessment process. Ensure the project follows the Project Specific HSE Plan standards contained through auditing. Assist with research and evaluation of medical clinic facilities in new project locations. Provide appropriate methods of documenting inspections. Conduct formal worksite Safety inspections. Evaluate HSE inspection reports to identify unsatisfactory performance trends. Ensure that PPE standards are developed for the tasks performed. Implement the Emergency Response Plans are established per Project Specific HSE Plan. Ensure proper first aid procedures are carried out until the arrival of emergency response personnel. Review/Enact Environmental Action Plans. Evaluate trade contractor’s pre-qualification / site-specific safety documentation to ensure expected HSE performance. Monitor trade contractor safety performance and verify correction and redirection as needed. Obtain monthly sub-contractor hour reports. Provide incident investigation training to project management and project supervision. Investigate HSE incidents and Near Misses. Review incident investigation reports to verify accuracy completeness and evaluate corrective actions taken. Ensure that employees and supervisors are trained in injury management and reporting requirements. Assist with verifying that modified work programs are implemented within the requirements. Serve as liaison with medical practitioners and HSE Director regarding case management, rehabilitation or return to work plans, and assist injury management coordinators. Lead the implementation of HSE-related campaigns. Implement operator equipment qualification process. Promote a culture that delivers safe workers and a safe workplace. Develop and maintain positive relationships with existing and potential subcontractor/client representatives. Various other duties as requested by management.Qualifications
Bachelor’s degree (Occupational Health, Safety, Environmental Science, or related discipline preferred) 10+ years of experience in a health and safety and environmental capacity in relevant road, bridge, highway construction settings. 5+ years supervisory experience in managing a fully functioning safety department Bilingual Preferred BCSP designation (CHST, ASP, CSP) is preferredRequirements/Skills/Abilities:

Proactive, self-starter requiring with the ability to multi-task and define priorities Advanced computer skills are a must, with proficiency in Microsoft Excel, PowerPoint, and various software applications. Extensive knowledge in state and federal Occupation Health & Safety Legislation, Safety Management Systems and Operational Hazards & Controls within road, highway, bridge construction settings. Experience with OSHA regulations and audits. Detailed understanding of federal, state, and local regulatory requirements. Strong leadership ability and experience leading and supervising other professionals in a fast paced, changing/growing organization. Must be able to work with a diverse interdisciplinary team to develop improved work processes Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy. Strong interpersonal skills, excellent communication skills, strong relationship builder, solid influencing and negotiation skills, and the ability to coach at multiple levels of an organization. Strong analytical skills with demonstrated problem solving ability. Attention to detail with excellent writing/editing skills.
