Job Description:

Fluor Federal Solutions provides full-service facility management support to a large Federal Agency customer in the Intelligence Community. The safety specialist administers the project safety programs to maintain a safe and healthy work environment. This recognized subject matter expert will have complete autonomy in providing technical safety support for safety-related decisions to the project management team(s) and field leadership. Leads the development needs and contributes to the overall company safety strategy.
Requirements
The scope of these functions shall include the following requirements:
• Develop, coordinate, and monitor environmental compliance programs including, but not limited to, wastewater management; hazardous material management; hazardous waste management; air permit compliance; pollution prevention; petroleum management; integrated pest management; and stormwater management.
• Implement hazardous waste management program. collect waste from generation points; transfer waste to an accumulation site or shed; and maintain an inventory of hazardous waste generated. Provide monthly hazardous waste generation and weekly inspection reports.
• Perform monthly inspections of underground and above ground tanks and submit a report on findings.
• Reduce the quantity of hazardous chemicals and materials acquired, used, and disposed of; and increase the use of acceptable alternative chemicals and processes.
• Establish and implement procedures for maintaining an up-to-date chemical inventory and corresponding Safety Data Sheets (SDSs).
• Ensure that appropriate inventories and SDSs are distributed and maintained in all areas of use as well as at a central location and ensure that files are up to date and accessible for audit and review.
• Conduct chemical inventories and collecting usage information as required by the Emergency Planning and Community Right-to-Know Act (EPCRA).
• Submit monthly a hazardous material inventory and usage report.
• Provide personal protective equipment and controls that may be required for the safe performance of this and any job-related activity.
• Complying with 9 VAC 5-10 et al, 40 CFR Parts 50-91 & 93 (EPA Air Programs Regulations).
• Provide monthly fuel usage data and other information required under the air permit.
• Ensure equipment or operational changes meet regulatory and permit requirements. submit monthly generator usage reports.
• Provide the appropriate environmental and health training for all personnel as required by Federal, state, and local regulations.
• Maintain a fundamental knowledge of Company specific Environmental, Safety, & Health (ESH) standards, programs and goals by applying elementary ESH procedures as established by the Company on a project site or in an office through training.
• Assess whether project site adheres to Company and regulatory ESH standards and guidelines.
• Adhere to and support Fluor's Environmental, Safety, & Health and Sustainability Policies.
• Conduct an annual ESH audit of Health and Safety Program including, but not limited to, existing equipment and tools; work practices; and product use and storage to identify potential hazards and areas of concern.
• Develop recommendations for corrective actions.
• Implement periodic, scheduled walk-throughs to assess whether current work activities and procedures conform to sound ESH standards and practices.
• Establish, implement, and monitor safety compliance programs, including, but not limited to emergency evacuation; hot work operations; the confined space entry and respiratory program; personal protective equipment (PPE); lockout/tagout; fall protection; and electrical work.
• Document and update these policies in a Safety Plan.
• Conduct timely investigations of all mishaps, near mishaps, and complaints of unsafe conditions as requested.
• Document the incident; make recommendations to prevent recurrence. reports and records all ESH incidents.
• Hold monthly safety committee meetings and ensure that all functional areas provide representation to the committee. Supervise and assist the safety committee representatives in providing safety training for their respective areas, and maintain records on the provided training.
• Support any industrial hygiene and interior air quality investigations, complaints, and concerns, and implement any facility changes required for resolution.
