The Spanish LV market is the 5th largest in Europe. The EV market is lagging a few years behind the E5 countries but the transition from ICE to EV vehicles has started, supported by incentives offered by the State for both e-drivers and infrastructure developers.

 • The transport (including light commercial vehicle) sector, a key sector impacted by the energy transition, is moving towards a sustainable energy mix and sustainable energies.

 • Electromobility will thus represent a significant part of the energy mix in this sector. 

• TotalEnergies having divested its position in the service station market in Spain some years ago, development efforts in EV infrastructure and MSP should be designed outside an in-house existing network to maintain a significant market share and a profitable business in the mid?term.

 • Following the acquisition of Nordian CPO, the Company has decided to create TCS Spain, a Spanish affiliate dedicated to the EV Charge business. In this context, a whole new HSEQ system must be put in place, based upon existing rules and documentation, where the correct achievement of the expansion program (delivery pace, CAPEX, cost-effectivity, 0 accident, etc.) is key. More controls and management of safety are required as TCSE is expected to grow at a fast pace!

Activities

Ensure all EVCE team members understand their duties stemming HSEQ

 • regulations and TotalEnergies rules, with a focus point on team leads and contractors. 

Team: 

• EVCE being a recently created entity in Spain, an important part of the position is to implement the whole set of procedures and documents as per local regulation and TotalEnergies HSEQ policies, either adapting existing documents when possible or creating new ones.

 • Manage the HSEQ management system as per TotalEnergies standards and produce all analyses and documents. 

• Make sure the Business Continuity Plan is in place, up to date and regularly tested.

 • Develop and Manage HSEQ systems to ensure continued certification to relevant standards including 45001, 14001, 9001 and any other business-relevant standards or certifications.

 • Oversee HSE-related audits (Company and external). 

• Organize yearly EVCE internal audit planner. 

• Actively promote an HSEQ culture within the team. 

• Review, maintain, and develop existing documentation and create new appropriate documents to address the gaps identified with TotalEnergies Standards or new piece of regulation impacting the business.

 • Lead incident investigations and deliver recommendations that are rolled out to the people at risk. Extract and share learning for the full organization. • Ensure emergency preparedness and coordinate and manage effective drills against identified scenarios. 

• Prepare and propose yearly HSEQ objectives and ensure all teams contribute to meet these objectives (site audit/visits, etc.).

 • Encourage the team to report and analyze near misses for example by putting in place internal / external challenges / contests. 

• Deliver the monthly safety committee and monthly reporting of global KPIs.

 • EVCE focal point for the delivery of EVCE World Safety Day and other HSEQ related yearly events.

 • Manage relevant budgets assigned to the positions and ensure continual review of effective and efficient budget control, with a focus on driving down departmental and business cost. 

• Participate in industry bodies to develop best practice guidance and introduce these into the business of TotalEnergies and provide value?added support to all our customers as and when appropriate. 

Contractors:

• In collaboration with the Operations teams, define and implement the most cost-effective organization of works follow-up (Maestro, 12 golden rules, zero fatality program and tools, training, etc.).

 • Assist Procurement with the definition of HSEQ scope of work for tenders, the evaluation and selection of suppliers. 

• Identify risks and weaknesses in the selected supplier panel and work a plan of improvement. 

• Perform field visits/audits to ensure appropriation and roll out of HSE rules by contractors. 

• Take part in business reviews with Suppliers and feedback on HSE performance.

Candidate Profile

  Degree in engineering or equivalent.

 • Master’s degree in management and HSE prevention. 

• Qualification to cover regulatory obligations (HSEQ documents approval, etc.).

• 3-to-5-year experience deploying Safety role with front end workers and through external contractors. 

• Office suite: proficient. 

• Good interpersonal skills, ability to convince, to work across departments (transversal management) and to unite with recognized cross-functional management skills. 

• Language: Spanish (Mother language), advanced level in English, proficient French is an advantage
