HSSE Advisor
Title: HSSE Advisor HSE Advisor 2.3 HSE Advisor The HSE Advisor is involved with all aspects of daily activities relating to safety operations on the Oil Field. Whether it is fire prevention, risk of injury to personnel prevention, environmental awareness and accident prevention or identifying situations to prevent malfunctioning equipment, the HSE Advisor must ensure that the Company complies with industry safety standards as well as environmental rules and regulations. The HSE Advisor is also responsible for ensuring all sanitation safety standards are maintained. 2.3.1 Responsibilities • The main and prior responsibility of HSE advisor is to monitor the physical work at the site, work closely with the contractor teams to resolve day-to-day issues and give feedback to his/her direct HSE Supervisor. • Knowledge of Company HSE programmes, policies, procedures and processes, as well as familiarity with applicable regulatory requirements. • Perform site surveillance and report observations of the site including but not limited to work environment, PPE, mobile equipment, tools and other types of equipment. • Identify and evaluate job task hazards, specify and monitor control measures and work with contractors to establish behaviours to support safe work. Attend and monitor Toolbox Talks, review Job Safety Analysis (JSA) and Permit to Work (PTW) requirements. Ensure identified control measures are implemented and report all nonconformities. • Monitor systems and standards for Root Cause and Corrective Action analysis, documentation and metrics • Carrying out regular safety inspections of all construction operations and deal with any non-conformances, escalating to HSE Supervisor and/or management as appropriate • Assist in processing of accident/incident reports, updating and issue of action tracking register and follow up on close-out, identification of any trends and ensuring an appropriate response to prevent future recurrence. • Perform regular inspections of welfare facilities as well as work areas in accordance with relevant welfare standards, site regulations and procedures • Promoting safety awareness among employees and contractors. Advocate of company HSE initiatives and standards. • Ensure all personnel follow correct safety standards and that all mandatory work specific training is completed and documented • Be the first point of contact for safety and health advice and assistance for employees • Focus on delivery of actions and making a real impact on efforts to improve HSE performance and help to achieve high level of safety on the project 2.3.2 Qualifications • IOSH Managing Safety Certificate • NVQ Level 3 or NEBOSH General Certificate (or equivalent) Experience • 3 – 5 years’ experience as an HSE Advisor or equivalent combinations of training and related experience + Construction/Civils experience (pipeline, fuel tank fabrication & erection would be beneficial). + Good English language abilities. + Good IT skills, Microsoft applications. • Experience and understanding of PTW systems • Underpinning knowledge of applicable HSE legislation and industry standards, particularly with regards to the Oil & Gas or related industry (essential) • Understanding of Behavioural Safety • Working knowledge of Emergency Response Processes • Underpinning knowledge of environmental management and Iraqi legislation relating to this Personal qualities, attributes and skills • Thorough understanding of and ability to enforce all state, local and company regulations. • Ability to recognize hazardous situations and implement corrective measures • Ability to produce written reports in a timely manner • Strong time and self-management skills • Committed to adherence to HSE standards and KBR Zero Harm Core Values • Ability to establish effective working relationships with all levels of the organisation • Personally, promote an improvement in HSE culture through actions rather than words • Intermediate level of English language (desirable), good interpersonal and communication skills • Ability to develop and maintain proactive relationships with external HSE advisors
