What’s the role

With an aim to achieve Goal Zero, we need to build a strong culture where everyone is motivated to relentlessly pursue no harm to people.  The Operational HSSE discipline partners with the Businesses to achieve Goal Zero by providing them with overall safety support and to ensure delivery of effective HSSE management processes.  The discipline includes:

HSE Generalists, who do general HSSE management and 'integrate' expertise from the various HSSE & SP disciplines without being necessarily experts themselves in these disciplines.Specialists in the management of the safety risks and barriers associated with Road and Operational hazards.Specialists delivering support to the Businesses and to the HSSE and SP disciplines in the fundamental areas of Behavioural HSSE, Contractor HSSE Management, Emergency Response, Incident Investigation and Learning, and Product Stewardship.

What you’ll be doing

The HSSE Delivery Lead reports to the SMDS HSSE Manager and provides HSSE legally required, independent and accredited expert advice to the site with respect to policies, permits and procedures, risk assessment, audits and controls. The role ensures all legal and Shell Safety, Environment and Asset Management (SEAM) standards requirements are translated into pragmatic implementation.

The role will be responsible to support the development of a documented SMDS HSSE Management System for use in SMDS through operationalized safety requirements, adeptly managing HSSE challenges and driving breakthrough improvement through thoughtful compliance. This role fully supports SMDS’s vision to drive Goal Zero HSSE performance by embedding a culture of caring for others, and mentoring employees as regards to risk identification and mitigation.

Accountabilities of this role include:

The role is accountable to ensure effective regulatory compliance (OSHA), HSSE management system (ISO 45001), project HSSE delivery and emergency response in SMDS.Lead Operational Safety & Emergency Response disciplines of 5 direct reports and is accountable for approx. RM 1.5 million budget per annum.Maintain high effectiveness of Safety, Environment and Asset Management System (SEAM) standards implementationCustodian of SEAM – workplace safety standards ie. Contractor HSSE Management, Permit to Work, isolation, confined space entry, hot work and working at height.Lead HSSE in projects to ensure safe design, safe site execution & commissioning.Lead development & implementation of site Safety Improvement Plan to align with the site cultural transformation journey towards a new way of working - ‘Leaner & Safer’ to elevate safety performance.Lead emergency response capability and readiness improvement (ie. ERP & PIPs review, competency development and emergency response exercises).Champion HSSE work process simplification & continuously delivering value to the asset (ie. OPEX optimization, simplification & standardization of processes)Lead collaboration with P&T SEAM to support the implementation and integration of processes into asset HSSE programs/plan.Drive contractor partners HSSE performance via safety campaigns (ie. Time Out for Safety, Safety Day) & recognitions.Lead delivery of critical HSSE initiatives (ie. with contractor partners, Goal Zero Ambassador & HSSE Committee).Play a critical role as Deputy SMDS HSSE Manager with strong interface with SMDS and Shell Malaysia Integrated Gas Upstream HSSE leadership teamsPart of SMDS Incident Management Team as Safety Officer.Proficient report writing skills and good organizational skills with demonstrated collaborative strengths in past roles would be an added advantage.A strategic mind with demonstrated abilities in data analysis and executing improvement initiatives is essential.It is essential for the incumbent to have strong influencing and interpersonal skills and capable of advocating / communicating site HSSE assurance processes and changes to the wider site.

What you bring

We are looking for individuals who have:

Bachelor’s degree in Engineering, Environmental or Sciences or equivalent work experience.12-15 years of health, safety, security and environment experience in a hydrocarbon processing facility ie. refinery, gas plant, power plant, chemical processing or industrial construction site   is an advantage.Proven ability   to deliver outcome-oriented initiatives, manage/prioritize deadlines and achieve objectives.Good stakeholder engagement skill with effective communication and influencing skillsStrong working knowledge on regulatory compliance programs in Malaysia is required.Strong analytic capability to analyse HSSE performance and drive improvement initiatives.Competent and hold valid certification as Safety & Health Officer by Department of Occupational Safety & Health by Department of Safety and Occupational Health (DOSH) or NEBOSH qualification is mandatory.Knowledge of regulatory framework and details of laws, regulations, codes of practice, guidelines etc. applicable to the oil and gas industry.Strong written and verbal communication skills to effectively liaise with other departments, external stakeholders and regulatory authorities.
