HUMAN CAPITAL ANALYST
Summary You will serve as a HUMAN CAPITAL ANALYST in the US FLEET FORCES COMMAND of the BOARD OF INSPECTION AND SURVEY (INSURV). Responsibilities You will develop and maintain INSURV’s total force manpower requirements and manage plans and programs for the resourcing of manpower requirements (active military, reserve military and civilian) to enhance personnel readiness. You will develop and provide statements concerning the impact of manpower reductions, inadequate manpower and personnel shortages on the capability to accomplish assigned workload and missions. You will analyze and evaluate data to ensure compliance with Department of Navy (DON), Office of the Chief of Naval Operations (OPNAV), USFFC, and INSURV manpower policies. You will maintain up-to-date manpower and manning files of the Activity Manpower Documents (AMD), Statement of Manpower Requirements Determination (SMRD), and Management Advisory Study (MAS) for record purposes. You will serve as the principal advisor, planner, and subject matter expert in the program areas of military and civilian manpower management, force structure, staffing, personnel administration, distribution and documentation of manpower resources. You will coordinate and assist with manpower and personnel reviews and provide documentation for manpower assessments or studies. You will implement improvements to manpower policies, procedures, and processes for accuracy, timeliness, and continuing usefulness in support of the functional needs of manpower functions. Requirements Conditions of Employment Qualifications To qualify for the HUMAN CAPITAL ANALYST, GS-0301-11 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with automated systems such as TWMS, FLTMPS, DCPDS, USA Staffing, CANYON, and HRLINK to analyze and provide manpower information and effectively make recommendations on manpower and HR issues. Experience with DCPDS for submission of Request for Personnel Actions (RPA's) such as Awards, Promotions Reassignments, Resignations/Separations, Leave Without Pay (LWOP) and Return To Duty, and various other hiring actions. Coordinates with the Fleet Human Resources Office (FLTHRO) Norfolk and Office of Civilian Human Resources (OCHR) Norfolk Operations Center on civilian personnel actions. Experience monitoring the submission of Performance Plans, Progress Reviews and Performance Appraisals. Experience acting as a Trusted Agent for the Trusted Associate Sponsorship System (TASS) for the approval, renewal and revocation of United States Government (USG) contractor personnel's Common Access Card (CAC). Experience with Total Force Manpower Management System (TFMMS), BUPERS Online Billet Based Distribution (BBD) and Fleet Training Management & Planning System (FLTMPS) to develop and maintain total force manpower requirements and manages plans or programs for the resourcing of manpower requirements (active military, reserve military and civilian) to enhance personnel readiness of INSURV. Experience preparing the personnel readiness dashboard, organizational charts, manpower slates, and personnel slates with manning information including prospective gains and losses.
