Assists and provides support in the administration of policies and procedures, employee in-processing, personnel maintenance, personnel reporting and data distribution. Provision of information to internal and external customers regarding Human Resource personnel actions with a high degree of discretion and confidentiality. This position is contingent based on contract award. This position description is subject to change at any time as needed to meet the requirements of the program or company. Responsibilities Major Job Activities: Assist in the in-processing and out-processing of all employees. Enter and maintain employees in the company database system. Provide daily personnel accountability of both EXPAT and Foreign Nationals. Assist in daily Administrative and Personnel action activities to include the processing of updates to employee personal data in HR Database (i.e UKG, Pay Factors, iCIMS). Facilitate department wide personnel file audits and personnel file close out for terminated personnel for archiving and e-filing. Maintain leave request/leave control log as well as absence log. Maintain various spreadsheet trackers such as Requisitions for Vacancies and be able to coordinate positions needed to fill of both EXPAT and Foreign Nationals. Facilitate various ad hoc/demographic reporting through the current HR Database and the Projects HR System; vacation report, separation reports, termination reports Assist in processing stipend payments, employee bonuses, annual offers, vacation travel allowance, and end of service gratuity. Accurately process Job Interest Form (JIF), Exception to Policy (ETP) and/or Personnel Transaction Forms (PTF) for new hires, promotions, transfers, intra-transfers, inter-transfers and terminations. Provide a high level of customer support to employees and project management, to include various requests for information from other programs and other audit/monitoring entities as required. Other duties as assigned. Material & Equipment Directly Used: Personal computer, printer, calculator, scanner, copy machine, and other general office equipment. Should be computer literate, and have demonstrated experience using Microsoft Office Suite (Outlook, Word, EXCEL, and PowerPoint). Visual Acuity: The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes Working Environment: The worker may be required to spend extended time in a computer room environment. Works in a general office environment. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Will comply with all Fire, Safety and post policies. Must be able to work overtime or nights as required. Physical Activities: Work may require heavy lifting up, stooping, climbing, prolonged standing, and prolonged sitting. Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Qualifications Minimum Qualifications: Education/Certifications: Bachelor's Degree in related field preferred, equivalent experience can be substituted for degree. Secret Clearance required for exposure to sensitive information related to USG government activities and contract requirements. Education / Certifications: High school diploma or GED Bachelor’s Degree in Human Resources, Business Administration, or related field preferred but not required Experience / Skills: Must have three (3) years of demonstrated Human Resource Administrative/Generalist experience. Prefer large DoD Project/OCONUS HR Experience. Must have working knowledge of Kuwait Labor Law, Middle East customs and work regulations. Must have a high degree of professionalism, outstanding interpersonal skills, and excellent oral and written communication skills. Must read, write, and speak English fluently. Must be highly experienced in all MS Office Suite such as Excel, Word, PowerPoint and knowledge on how to manage SharePoint Site.
