Human Resource Manager

Education and/or Experience                                                    

Bachelor's degree (B. A.) from four-year college or university; or five to seven years related experience and/or training; or equivalent combination of education and experience.

Language Skills                                                 

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills                                                      

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability                                              

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills                                                

To perform this job successfully, an individual should have knowledge of Oracle Human Resource systems; Spreadsheet software and Word Processing software.

Certificates, Licenses, Registrations 

PHR/SPHR Certification a plus

Other Skills and Abilities                                              

Must be able to write effective memos, policies, and reports in understandable and comprehensive format and style.

Proficient personal computer skills; i.e., Microsoft Office, Word, Excel, PowerPoint

The salary range for this position is $115,000 to $138,000.

Summary 

Plans and administers policies relating to all phases of human resources activity by performing the following duties personally or through subordinate employees.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

Develops and coordinates all employment activities for the company including the interviewing for all levels of applicants in order to meet all staffing requirements with competent personnel.

Administers and maintains the non-exempt and exempt wage program, approving merit increases to assure pay equity is maintained.

May conduct relevant wage surveys in order to assure that company has a competitive wage program to attract and retain skilled employees.

Develops and maintains the Affirmative Action Program; completes EEO-1 annually; assures that facility adheres to the written AA/EEO goals.

Works with department on personnel problems, staffing needs a, and interpretation of personnel policies and procedures.

Interprets and explains state and federal employment regulations to department heads, employees, applicants and staff.

Monitors performance evaluation program; rewrites job descriptions as necessary and Division Compensation of any changes that are necessary.

Counsels management/supervision regarding employee relations issues and ensures adherence to various state and federal regulations.

Monitors career path program; ad placements; exit interviewing and new employee orientations.
