The Human Resources Manager-Journeyman will act as a strategic partner and will oversee all aspects of human resources practices and processes. All duties and responsibilities performed in accordance with the Core Values of Cayuse.
Responsibilities Responsible for planning, developing, and performing a variety of analytical studies and reviews related to applying performance management processes, monitoring appraisal task completion, and ensuring proper system documentation or organization structure/reporting chain.Responsible for the use of performance management tools, techniques, and procedures, providing program analytics, providing training and oversight utilizing various performance management plans and systems.Responsible for supporting Government personnel with planning, developing, and performing a variety of analytical studies and reviews related to applying performance management processes, monitoring appraisal task completion, and ensuring proper system documentation or organization structure/reporting chain.Assists management and HR colleagues with the development, execution, evaluation, coordination, and oversight of performance management awards pool execution, issuing correspondence to the workforce related to performance awards, policy/procedural updates, regularly responds to inquiries for performance management policies and processes.Primary point of contact and action officer for SEC Awards Tracker tool, ensuring managers are aware of updated requirements, all awards are processed according to the government HR POC and IAW DCPDS guidelines. Holds regular SEC Awards Board meetings to provide management updates on submission processes and timelines for upcoming awards.Provides recommendations to the SEC Directorate and SEC personnel on matters relative to the scheduling, coordination and integration of awards and recognition programs, policies, calls for nominations and suspense management. Identify project/ task issues and notify government supervisor and/or team lead 5 business days from the time of required completion. Respond to and follow through on management inquiries within 2 business days. Responsible for initiating and processing personnel actions using AutoNOA and DCPDS Supporting new employee on-boarding/orientation and special management-directed projects. Develops, coordinates and broadcasts Government approved marketing material promoting SEC to relevant universities with sought after career curriculums and/or to general public or community organizations.Assists the Government HR POC develop or expand upon university relationships. Coordinates meetings between SEC leadership and university/community points of contact.Maintains outreach documentation and tracks success rate on various recruitment efforts.Aids managers in the areas of recruiting/staffing and retention to include conducting strategic consultations with SEC leadership, potential recruitment sources, CECOM G1, and Civilian Personnel Advisory Center (CPAC).Assists Government personnel with recruitment events and job fairs.Supports Government personnel with posting career opportunities, potential compensation packages, and benefits programs for all employee groups to support the SEC’s recruitment goals, objectives, and values. Utilizes approved, public recruitment tools i.e., Linked-in, Indeed.com, etc. to broaden recruitment pool community.Assists the government HR POC with pre- and post-offer employment activities. Assists in the development, and implementation of talent management programs. Provides support to Government personnel assessing and managing talent, developing career paths. Assists in the coordination and maintenance of entry-level and journeyman-level rotational developmental assignments.Develops and updates SEC exit interview program to ensure the most effective alignment to support strategic goals and objectives within the SEC. Regularly provides reports on these SEC initiatives to leadership to monitor success rate. Identify project/ task issues and notify government supervisor and/or team lead 5 business days from the time of required completion.Provide government supervisor and/or team lead bi-weekly updates on identified progress reports. Other duties as assigned. QualificationsMinimum Qualifications:
3 Years of ExperienceActive Secret Security Clearance.Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.Minimum Skills:
