+ CONDITIONS OF EMPLOYMENT:
+ New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
+ New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
+ The Department of Military Affairs is paid on a monthly basis.

MINIMUM REQUIREMENTS:
+ A Bachelor's Degree from an accredited College or University in Business, Human Resources, or a related field AND Two (3) years of Human Resources or related experience; OR
+ An Associate's Degree from an accredited College or University with major coursework in Business, Human Resources, or a related field AND Four (5) years of Human Resources or related experience; OR
+ A High School Diploma AND Six (7) years of Human Resources or related experience
DUTIES AND RESPONSIBILITIES:
Payroll/Compensation
+ Prepare & process salary refund via FLAIR monthly to include On-Demand payments as needed & ensure agency maintains payments within limitations.
+ Send out notices of overpayment occurrence to current and past employees & set up payroll deductions via People First and collections agency. Provide monthly reports of salary recoupment due to overpayment.
+ Submit collection and retroactive packets to BOSP for processing.
+ Process Basic Allowance for Housing (BAH) for CSEs monthly.
+ Monitor and process Temporary Pay increases and ensure all documentation is in order for Personnel File.
+ Process all leave payouts upon employee separations or retirements.
+ Process all Firefighters overtime payments manually via People First to include supplemental incentive pay.
+ Monitor supplemental payouts & cancel any warrants to avoid overpayments.
+ Administer accurate compensation & benefits changes associated with personnel transactions including merit increases, promotions, transfers, demotions, terminations, leaves of absences, military orders, overtime, on-call payments, process FLSA payouts at the end of the year.
+ Ensure payroll actions in FLAIR are accurate, in compliance with BOSP and processed in a timely manner.
+ Provide salary analysis to Director and Deputy Director for review and implementation.
Time & Attendance
+ Perform monthly reports to ensure all timesheets are completed.
+ Ensure agency is using correct attendance codes and communicate leave codes when authorized.
+ Provide technical assistance, verification, & validation by conducting audits, leave pro-ration payouts, resolving over/under payments & miscellaneous programs.
+ Perform monthly audits, ensuring accuracy of all types of leave usage.
+ Apply the federal laws under FLSA, FMLA, & USERRA consistently & accurately with organized documentation; track hours; proper timesheets submission; communicate with supervisor & employee on status.
+ Manage FMLA for employees, ensuring proper documentation and attendance is tracked.
+ Review military orders and accurately apply rules to discern proper status is reflected on the timesheets; always seek a second review.
+ Ensure LWOP is tracked and authorized to prevent overpayment.
+ Manually track all firefighters’ timesheets & provide timely updates of accruals.
+ Request and manage Donated Sick Leave when necessary.
Retirement/Benefits
+ Provide information from Florida Retirement System (FRS), guidance forms and Helpline.
+ Assist employees with Benefit information.
+ Complete payouts within required time.
Workers Compensation
+ Digitally file all workers compensation claims.
+ Coordinate with employee & supervisor to ensure all parties involved follow restriction guidelines & accommodations, if any.
+ Ensure timesheets are properly documented with correct codes, especially if employee reports on the Risk Management payroll.
+ Coordinate with DFS Risk Management any requirement they need, to include wage statements.
+ Monitor time and attendance with correct input of codes.
+ Ensure Safety Consultant is notified and informed of all accidents and injuries.
Policy Development, Interpretation, & Administration:
+ Assist the HR Director and Deputy Director in reviewing, recommending, interpreting, & enforcing compliance of state and agency HR Policies.
+ Takes proactive approach & accountability for researching, analyzing, & overseeing implementation of HR policies that impact DMA employees; ensure consistent, timely, & accurate technical assistance when implementing & interpreting rule, policy, & procedures.
Employee Relations:
+ Demonstrate behavioral/competency standards of an HR Professional at the relevant level.
+ Demonstrate DMA advocacy when communicating with internal & external customers.
+ Assist in personnel functions regarding disciplinary procedures, appropriate counseling and correspondence documentation pertaining to HR management.
Development & Training:
+ Conduct Supervisory Training relating to Attendance, FMLA, etc.
+ Assist in assessing, identifying, conducting, and recommending training needs.
+ Continues HR and professional related training through various resources.
+ Ensure cross-training against other HR Specialist positions.
