Summary About the Position: About the Position: Serves as a senior Human Resources (HR) Specialist providing operational HR support to commands serviced by the FORSCOM and Theater Army Civilian Human Resources Service Center (CHRSC). Salary posted is for the Rest of the United States locality pay area and will be adjusted to the locality of selectee's physical duty location. The duty station will be determined prior to final placement. Responsibilities Advise management on recruitment process, sources of recruitment, special hiring programs and incentives as well as personnel policies, rules, and regulations. Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing an organization. Utilize various automated Human Resource systems to accomplish a high volume of civilian HR related work functions. Develop long and short range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals. Verify and assess relevant facts from various sources, inspect documentation, ensure compliance with applicable regulations and procedures, analyze and reconcile discrepancies, and advise leadership on staffing requirements, resources, and problems. Research the qualifications and skills needed to successfully perform the duties and responsibilities of various positions and conduct job a analyses with subject matter experts. Advise applicants, employees, managers, and supervisors orally and in writing on staffing requirements, resources, regulations, procedures, and determinations. Specialized Experience: One year of specialized experience which includes demonstrated experience 1;)Conducting job analysis to create job announcements 2;) Reviewing applicant/candidates to determine eligibility and/or qualifications for referral/employment consideration, 3;) Researching and applying civilian personnel, recruitment, and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants, And 4;) Using automated Human Resource(HR) systems to provide timely written/verbal assistance to resolve HR related issues for internal and external customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
