This position may be filled as a four year job appointment or as a probational appointment .

The maximum salary for the Human Resources Analyst C is $77958. In addition to biweekly salary, the newly hired incumbent will also receive premium pay in the amount of $1 per hour for every regular hour worked.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
60%BENEFITS
Manages the Benefits program for assigned agencies and handles insurance invoicing and reconciliation, as well as entry into LaGov HCM of all actions related to OGB health and life insurance products. Counsels employees concerning the various employees' benefits and benefit options; assists employees in the proper completion of various forms, etc. Ensures that the state share of insurance premiums for retirees in remitted in a timely manner each month to OGB. Reconciles Exception/Deduction Registers and Monitoring Reports from OGB. Serves as the Assigned agencies Liaison for OGB, Deferred Compensation, life insurance, Flexible Benefits Plan, etc. Must possess detailed knowledge of policies, procedures, rules, and regulations pertaining to all benefits. Monitors rules and regulation changes and makes recommendations to the HR Supervisor regarding changes to departmental policies and procedures pertaining to benefits. Counsels employees during the pre-retirement process to ensure they have the proper documents, certificates, etc. that are necessary for completing retirement applications. Reviews retirement documents received and ensures proper completion prior to submission to the appropriate retirement system. Serves as the point of contact for all retired employees of assigned agencies.
35%PAYROLL
Audit payroll and personnel records through biweekly payroll reports for accuracy and departmental consistency for insurance plans/deductions and retirement plans/contributions. Ensure and verify salary computations and calculations are accurate for payroll processes to prevent or avoid payroll processing errors and negative financial results for the department and employee. Run biweekly appropriate payroll reports to ensure employees are correctly compensated based on coding in LaGov HCM. Corresponds with appropriate staff regarding payroll deadlines. Generate payroll reports in LaGov HCM to locate and correct any payroll discrepancies. Enter all retroactive time entry corrections into LaGov HCM. Advise time administrators of the correct time entry procedures regarding FMLA, FLSA, Military leave, educational leave, holidays, disciplinary leave entries, etc. Provide guidance and/or training of timekeepers and employees utilizing Cross Application Timesheet (CATS) eCertification, LEO, and manual entry into LaGov HCM. Conduct time administrator training upon request. Conduct Time Administrator training classes and assist with quarterly payroll records audits, as needed. Provide technical expertise to employees concerning payroll issues and questions. Works on specials projects related to payroll.
