About the Position: Serves as a senior Human Resources Analyst in the Army Contracting Command -Detroit Arsenal (ACC-DTA), providing direction, advice and support for a wide range of human resource activities within the organization. #ACC-DTA Responsibilities Develops/advises on HR programs, which may include: Recruitment, Employee Relations, Performance, Awards, Leave, Classification, and Hiring Panels. Provides technical guidance and evaluates organizational needs to resolve complex human resource issues that span multiple HR disciplines. Interprets and applies personnel/position management guidelines to daily HR operations, and in providing advice and assistance to the workforce. Analyzes data to identify trends and pattens, providing recommendations to improve HR strategies and processes, and monitor program effectiveness. Develops charts, graphs, or other visuals to display technical data clearly and effectively communicate finding and conclusions to senior leaders. Initiates, develops, and revises policy and procedures related to human resources or administrative issues. Identifies organizational knowledge gaps and provides training to supervisors and workforce on a variety of HR topics. Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: 1) Researching a variety of human resources (HR) regulations/policies and providing interpretation to management on civilian personnel matters; 2) applying classification standards to develop position descriptions; 3) utilizing recruitment strategies to support strategic recruitment planning; 4) providing solutions on a range of HR functions, such as: leave, performance, awards; 5) developing and presenting training to a variety of audiences; and 6) analyzing HR data to identify workforce trends and developing recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02, GS-11 or equivalent grade). All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application will be considered incomplete. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
