Summary This is a National Guard Title 32 Excepted Service Position. This position is an Indefinite GS-0203-05/06/07 HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), Position Description Number D1189000 and is part of the MO HQ 140th Regiment RTI. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Responsibilities Researches and resolves difficult military personnel problems and questions. Plans, organizes and administers a military personnel program. Oversees the staffing, classification, assignment, and utilization of personnel in accord with programmed manning documents. Processes appointments, enlistments, separations, promotions, duty assignments, transfers, officer and enlisted evaluations, line of duty actions, security clearances, retirements, applications for school, payroll actions, ect. Ensures that all required support data is included to allow reconstruction of historical data and completion of personnel actions. Performs work relating to unit mobility requirements including establishment of mobility folders, passports, and publication of special orders. Provides counseling to current and potential members. Discusses benefits and entitlements, career and bonus programs, educational retirement, and other benefits with current and potential members. Interviews applicants and evaluates qualifications for appointment or enlistment. Provides assistance to dependents concerning benefits and entitlements. Ensures that military personnel records are kept current and accurate and contains the proper supporting documentation. Acts as certifying official for all military pay and allowances. Assembles supporting documentation required at higher levels when considering such cases as involuntary order to active duty, court martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc Monitors and reviews unit copies of computer products furnished by higher level military personnel offices to ensure accuracy of information Provides advice, counsel, and assistance to the commander and unit staff pertaining to military personnel administration. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - MAJ (O-4) with date of rank after 1 April 2018 GENERAL EXPERIENCE: Clerical or administrative experience, education, and/or training which has provided you with the ability to search for and compile information/data, process documents, and provide information about regulations, procedures and programs. GS-07 SPECALIZED EXPERIENCE: Must have 12 months of specialized experience in one or more areas of military Human Resources personnel operations including experience in making person-to-person contacts to explain regulatory, procedural, and policy requirements; experience processing transactions of an unusually complicated nature; providing counseling and assistance to personnel and their dependents; and preparing reports using data from various source documents and in accordance with prescribed guidelines. GS-06 SPECALIZED EXPERIENCE: Must have 9 months of specialized experience that demonstrates your ability to provide and perform a segment of the human resources actions which requires knowledge of processing a variety of unique official personnel tasks; follow oral or written instructions to accomplish work and prepare technical reports and correspondence; establish and retrieve files and information; deal cooperatively with others to obtain needed information to complete proposed actions to ensure that documentation is correct and sufficient; and use common computer software designed for word processing. GS-05 SPECALIZED EXPERIENCE: Must have 6 months of specialized experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records; experience following oral or written instructions to accomplish work; establishing and retrieving files and information; and using common computer software designed for word processing. This position may be filled at the GS-05 or GS-06 trainee grade or the target grade of GS-07. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-07 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner. Education Substitution of Education for Specialized Experience at the GS-05 grade level only. If you are using Education to qualify for this position at the GS-05 grade level, you must possess 3 academic years of education in an accredited college or university and at least 90 semester hours of study. When education is required or substituted for experience, you must submit copies of college transcripts with the application packet. Unofficial copies may be submitted for application purposes, but placement will not occur until official transcripts have been provided.
