The primary purpose of this position is to provide assistance in support of the installation Civilian Personnel Affirmative Employment Office. Responsibilities Performs the full range of tasks in filling positions. Exercises considerable independence in performing recruitment and placement tasks involved in filling a variety of lower-grade clerical, administrative, technician, and semi-skilled wage grade positions. Performs functions involved with the DOD Priority Placement Program (PPP) and other special hiring programs. Maintains systems for and assists specialists in determining if the PPP, local priority placement program, and other special hiring programs, such as the military spouse priority program, and programs having special hiring authorities (e.g., Student Temporary Employment Program and Student Educational Employment Program) are appropriate in filling vacant position. Monitors the Automated Security Clearance Approval System (ASCAS). Performs quality control of the ASCAS listing by reviewing periodically for open investigations. Processes necessary tracers in the data system to obtain status of pending investigations. Performs a variety of recruitment and placement support duties. Based upon data gleaned from official files and automated records, prepares correspondence, memoranda, and one-time reports on a variety of recruitment placement activities such as strength figures, vacancy reports, and status reports. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0203. SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one year of specialized experience for GS-0203-07 level positions which includes: 1) Performing recruitment and placement tasks involved in filling a variety of lower-grade clerical, administrative, technician, and semi-skilled wage grade positions. 2) Determining candidate Priority Placement registration eligibility, registration period, referral priorities, grades and pay systems, and skills and qualifications required; maintaining this information and providing referrals. 3) Processing and maintaining records of State Criminal History Repository Checks, staying in contact with appropriate state agencies. 4) Responding to visitors and callers inquiries by furnishing information concerning a variety of programs and employment entitlements such as central skills bank, military spouse preference, and career programs. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service. OR EDUCATION: Successfully completed at least one year of graduate level education in a field directly related to the duties of the position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS-CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 grade level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of recruitment and placement rules, procedures, and operations to perform a wide variety of interrelated or nonstandard support work assignments involved in the fill of a variety of lowergraded clerical, administrative, technician, and semi-skilled wage grade positions. Knowledge of the DCPDS to input, store, retrieve data and perform quality review of data elements. Knowledge of techniques for applying qualification standards. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
