POSITION STANDARDS BS/BA degree preferred, in HR, Leadership, or Business Experience in a variety of HR functions to include employee relations, performance management and compensation PHR certification preferred High level of proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook etc.) Strong Communication Skills (both verbal and written) Good organizational, project, and time management skills Strict adherence to confidentiality is essential POSITION PHYSICAL REQUIREMENTS Anything listed here requires a pre-employment physical by Employee Health to determine if the employee is capable of meeting the requirements. Position Objective Supports the organization by implementing and administering human resource programs and policies. Serves as a liaison between employees/managers of various departments and the Human Resources function.

Performance Expectation Is an HR partner to designated leaders within APDMH providing consultative guidance and coaching; participates in the legal and ethical resolution of employee relations issues. May investigate a variety of HR related issues for the purpose of ensuring that effective, legally compliant resolutions are arrived at in a timely manner and within HR guidelines. Support managers with performance related concerns, providing guidance and counseling that enable managers to lead successfully Provide advice and counsel to managers and supervisors regarding personnel practices, policy and employment laws. Seek and participates in educational opportunities for additional knowledge in HR field Maintains and monitors the organization's performance review program: review and support and training to managers and employees. Partner with and act as an internal consultant with other HR team members, managers and supervisors regarding policies and procedures. Ensures job descriptions are complete, accurate and reflective of expectations in order to benchmark appropriately Assists managers by developing employee goal recommendations and measuring employee performance recommendations, creates employee development tools and templates. Assists in the development and implementation of processes and programs designed to maximize employee productivity, performance and engagement May carry some responsibility for recruitment function of HR, including recruiting for certain roles or departments.   Provide exit interviews to employees separating from APD, and provide feedback to managers to support retention efforts. Develop new policies, and review existing policy on a regular basis to assure that policies support the business need, and are legally compliant. Administer FMLA and other leave policies.
