This job is located on-site in Scottdale, PA.
I. Job Overview and General Purpose
The Human Resources Generalist performs human resources duties in support of the Penn Line operating companies. The Human Resources Generalist provides strategic and hands-on support for the HR function in the areas of recruiting, onboarding, employee relations, compliance, and training.
II. Essential Duties and Responsibilities
• Administers the recruiting process (assist candidates with the application process, create ads, manage on-line postings through an Applicant Tracking System, post jobs onto social media, source passive candidates, attend career fairs, and participate in school outreach initiatives).
• Administers the onboarding process, including new hire paperwork, background checks, E-Verify, Form I-9, reviewing IDs, Social Security Number verifications, etc.
• Assists with the administration of driver files for compliance utilizing Penn Line’s Third-Party provider; reconcile invoices.
• Assists with the company’s Drug and Alcohol Program, including scheduling testing, maintaining agency rosters and uploading statistical data, and ensuring reporting compliance.
• Administers the Employee Assistance Program (EAP), including promoting the EAP to employees, drafting Last Chance Agreements, and collaborating with Penn Line’s Third-Party EAP provider.
• Compiles and distributes reports to the operating companies, as needed.
• Serves as a back-up to payroll for keypunching, entering new hires, new hire state reporting, benefits administration, leave administration, etc.
• Assists the Human Resources Manager with various projects.
• Assists the department in carrying out human resources programs and procedures for all company employees.
• Prepares, organizes, secures, scans, files and maintains human resources information, general correspondence, legal documents, personnel records and other related documents into COINS ERP+ in a timely manner.
• Interacts with and supports field operations on human resources matters and processes.
• Maintains up-to-date knowledge of federal and state employment laws and compliance requirements; maintains knowledge of and follows all company policies and procedures.
• Maintains confidentiality.
III. Other Duties
• Administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
• Participates in administrative staff meetings and attends other meetings and seminars as necessary to represent the department.
• Other Human Resources duties and projects as assigned.

• Education/Experience
Bachelor’s Degree in Business Administration or Human Resources required. Three to five years of experience as a Human Resources Generalist required or equivalent combination of education and experience. Construction type industry experience preferred.

Reading Comprehension – The ability to read and interpret documents such as employment laws and regulations, Company policies, and legal documents pertaining to employment.

The ability to effectively understand and apply basic concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to understand and effectively work with mathematical concepts such as probability and statistical inference.

Ability to effectively solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

To perform this job successfully, an individual should have knowledge of Human Resource Information System software; Payroll systems; Microsoft Office Suite, ERPs, and internet browsers.
