Jhpiego seeks a Human Resources Manager for the anticipated USAID Gambia Malaria Elimination Activity (GMEA). GMEA, a five-year, $13 million project, will provide support to the Gambia Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to accelerate progress towards achieving malaria elimination in The Gambia. The GMEA Activity will provide implementation support and technical assistance on malaria case-based surveillance and response for elimination, support enhanced cross-border collaboration between The Gambia and Senegal particularly focused on data sharing and coordination of interventions, and strengthen the NMCP’s capacity to coordinate, manage and sustain malaria elimination and control approaches. Additionally, GMEA will optimize delivery of malaria services through community-based approaches to address remaining gaps in intervention coverage or quality for achieving elimination.
The Human Resources Manager will lead the development and implementation of HR policies and practices for the project that are compatible with: Jhpiego’s HR standards, policies and practices; The Gambia labor law; and USAID rules and regulations and ensure the integrity and effective performance of all HR operations.
This position is contingent upon donor award and is for Gambian nationals only.
Responsibilities Provide advice to staff and supervisors on various HR policiesReview and update HR policies as per local laws and best practices in the international NGO community.Support in the recruitment process including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.Facilitate the onboarding process for new hires, including orientation and training.Compile payroll details every month and the changes thereof and liaise with the Finance officeEnsure effective administration of the performance management processes including appraisals after probation period, performance improvement plan (PIP) mid-year and end of year appraisalsCoordinate training and development initiatives for staff.Lead in the administration of HR Policies, addressing staff grievances and in handling disciplinary issuesMaintain open lines of communication between staff and management.Provide leadership to the health safety and committee and ensure compliance to health and safety requirementsCoordinate the staff welfare initiatives and all staff events e.g. welfare association, staff recognition award, staff retreats, team building and meetings, wellness activities, HR initiativesResponsible for drafting, processing and records of all consultants and staff contractsManage employees’ benefits programs, including health insurance, and leave policies.Arrange Email, ID card, Business Card and Billing submission within time frame.Manages the filling system, ensures to maintain staff personal profile and all relevant HR documentation files are maintain completed, organized and secured with regular timely updates in folder.Ensure timely submission of leaves and timesheets for all staff. Guide/support GMEA consortium partners comply with standard HR polices in keeping with local labor laws and USAID Facilitate/lead the relevant Incident Reporting process within country program and Jhpiego Global HROther duties as assigned from time to time. Required Qualifications Bachelor’s degree in human resources development, or related field. Master’s degree or professional certifications (PHR, SPHR) will be preferred. A minimum of 6+ years of relevant experience with a strong understanding of recruitment and HR operations.Previous experience working with USAID funded projects will be preferred.Proficient in computer applications, with a command of Microsoft Office.Supervisory experience highly preferredGood knowledge of labor lawsGood computer skills particularly use of Human Resources Information systems
