Summary You will serve as the Director for Workforce and Business Operations in the Workforce and Business Operations Directorate of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS. Responsibilities You will be responsible for managing the Programs that contain geographically dispersed departments/divisions providing consolidated civilian personnel services to multiple major commands with employees located worldwide. You will be responsible for developing and executing long-range plans that serve to sustain and improve the health and support of OCHR staff and support new and existing OCHR service delivery systems. You will brief higher ranking officials to both reiterate Program policies and processes, and to implement new and sometimes controversial policies designed to improve Program operations. You will oversee resources management, organizational effectiveness, labor relations, HR Systems, OCHR Human Resources Office, employee records, applicant inquiries, Suitability and Operations Personnel Security. You will exercise personnel management responsibilities through three subordinate supervisors. You will plan and assign work, set priorities, advise employees on program goals and objectives, and make decisions on work problems presented by subordinate supervisors. You will oversee the overall planning, direction, and timely execution through multiple subordinate Departments. You will evaluate performance, assure equity of standards and appraisals prepared by subordinate supervisors, and serves as reviewing official for lower level supervisory employees. You will hear and resolve group grievances and serious employee complaints unresolved by subordinate supervisors. You will review and takes action on serious disciplinary actions involving employees. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal services involving two or more of the following functions: resources management, administration, facilities, procurement, organizational effectiveness, labor relations, human resources (HR) services, HR systems, employee records, applicant inquiries, Suitability and Operations Personnel Security.
