We are looking to find a highly qualified leader to serve as the Department’sHuman Resources Professional 1. Your Responsibilities: Serve as the Department of Education (DOE) liaison with DAS-HRE by providing guidance and advice to management, to ensure consistency on human resources policies, work rules, policy enforcement, recruitment and selection, classification and compensation, leave management, investigations, corrective disciplinary action, reasonable accommodations, and FMLA. Regularly consult with agency managers on all employee related issues. Responsible for ensuring that managers are in compliance with Iowa Code and Agency policies when conducting employee investigations and issuing disciplinary. Duties include, but are not limited to; developing and consulting on investigatory questions, participating in investigations as needed, ensuring all information has been gathered to prove just cause, and provide agency recommendations for action to be taken, assist with the grievance process, and coordinate the agency's effort to standardize all documentation. Regularly consult with DAS HRE on all performance management issues. Consult with managers to develop and ensure Position Description Questionnaires (PDQs) are updated with current duties and essential functions prior to submitting to the Department of Administrative Services for review. Guide managers with all areas of the recruiting process which includes, developing standardized resume scoring tools and interview scoring tools for use in the hiring process. Provide guidance to supervisors and employees regarding FMLA and all other leave programs. Assist managers in noticing patterns and/or potential FMLA qualifying events Facilitate the interactive process with employees and managers for all Reasonable Accommodation Requests. Works with Business Management staff to order necessary office equipment/furniture approved as reasonable accommodations. Work with leaders to ensure that all employees have proper tools and training to perform the essential functions of their position. Review, research, create and maintain human resource policies for the DOE Employee Handbook. Interpret state and federal laws pertaining to human resource and workforce management, administrative rules, collective bargaining agreement, DAS-HRE and DOE policies. Responsible for the departments Affirmative Action plan. Analyze the reports and data provided by DAS-HRE. Prepare the agencies annual Affirmative Action Reporting and Planning document. Consult with the Chief of Staff and agency Equity Coordinator to perform targeted recruiting for hard to fill positions. Payroll/Workday: + Create and process personnel documents including reemployment/reinstatement, transfers, personal employee changes, benefit changes, reclassifications, employee deduction changes, and position changes. + Review of biweekly distribution payroll worksheet and timesheets to ensure all funding and program code changes are entered accurately + Initiate and complete paperwork for all employees upon separation from the department. This includes the completion of the acceptance letter, all necessary retirement paperwork (including insurance enrollment paperwork), removal from Iowa Benefits, discussing COBRA rights and options. Respond to all unemployment claim notices and represent the department in IWD Fact Finding Interviews. Correspond with all prospective candidates inquiring into employment at the DOE. Post positions to NEOGOV and IowaWorks. Recommend appropriate compensation levels and prepare necessary paperwork for advanced appointment rates. Follow-up with candidates on status of hiring process. Create and send offer letters. Notify applicants who were not chosen. Develop and monitor a consistent agency-wide on-boarding experience for new employees. Review for continual improvement and collaborate with appropriate sources to ensure content is current and relevant. Arranges and conducts the delivery of new employee orientation. + Initial orientation on first day + Monthly sessions for new staff - 6 topics on a rotating basis Create presentations and present to staff on topics related to human resources and employee benefits. Other miscellaneous duties as assigned. Include but not limited to: + Assist with layoff or reorganization plans.
