Human Resources Program Manager

Nakuuruq is seeking a Human Resources Program Manager to work in the Northern Capital Region (NCR) in support of a program supporting the Administration for Strategic Preparedness and Response (ASPR).

Responsibilities

Support engagement on economics and policy matters with ASPR, HHS interagency partners and other Federal agencies as needed.

Assist Federal staff to develop policy and options papers regarding health economics and preparedness and public health preparedness.

Develop frameworks for decision analysis.

Provide support documents and option papers on key issues to Federal staff.

Provide detailed workforce analysis on existing staffing functions across the organization.

Determine appropriate occupational series, title and grade, as well as Fair Labor Standards Act.

(FLSA) and position sensitivity designations.

Analyze, assess, design, and implement the Development of Employee Programs for workforce organization improvement, to include communication, leadership, and management.

Provide expert consulting services on management practice improvement and performance management.

Provide regular assistance with software development lifecycle project.

Analyze HR data and generate charts/tables for senior leadership.

Assist in writing reports for various workforce development program.

Monitor incoming data and make necessary modifications to office reports; data analytics, database management, and executive reporting for ASPR HR (largely focused on recruitment and HR cycle times):

Evaluate and Analyze HR Processes (streamline and identify efficiencies) and

Draft organizational HR reports, circulate, and adjudicate comment.

Provide workforce analyses and sound succession planning formulation.

Identify core competencies through mission/function. Responsible to work cohesively with Division of Workforce Development (DWD) staff and agency stakeholders to provide staffing analysis, forecast and summarize trends to help identify process improvements, training opportunities and staffing efficiency.

Collaborate with functional leaders to interpret data and to support the development of action plans to achieve workforce plan(s), to include, but not limited to, talent acquisition, development, skill enhancement, and reduction planning.

Provide guidance and assistance to define staffing and long-term labor management required to deliver on strategic capable

Leverage change management and project management skills to effectively implement workforce management best practices to the organization.

Support Talent Strategy team and senior leaders to provide actionable analytics insight that will drive business decision.

Identify and develop talent analytics that will deliver analysis and modeling of workforce trends on a routine b

Provide talent management expertise and implementation for a sophisticated government agency.

Provide workforce strategy expertise and implementation for a sophisticated government agency

Forecast workforce labor and budget plans in partnership with agency stakeholders and lead the development and implementation of workforce planning processes, methodology, and tools.

Define, model, and monitor workforce demographics, cost of workforce, and current and future workforce outlook on structure and mobility.

Carry out analysis of policy and program issues which may include such work activities as the preparation of reports on economic and labor market trends applicable to issues and concerns regarding workforce development programs.

Develop, implement, and maintain methods to evaluate and monitor program performance.

Proactively research labor trends and bring analytical insight.

Research, analyze, gather, and disseminate as appropriate validated program data, strategies and updated legislation.

Provide detailed quantitative and qualitative data/survey analysis.

Qualifications

Bachelor of Arts (BA) or Bachelor of Science (BS) degree or equivalent job experience in health economics, economics knowledge of public health and emergency medical Counter Measures preparedness – graduate degrees preferred.

10+ years’ work experience addressing public health policy issues, using economic theory and Cost Benefit Analysis.

Strong skills in using Microsoft Office Suite of programs including Word, Excel, and PowerPoint.

Working knowledge of HHS ASPR HR tools.

Ability to work independently, self-motivated, proactive.

Track record of delivering well-organized and accurate work.

Strong written and verbal communication skills.

Must be able to pass an HHS Public Trust background check.

Desired Qualifications:

Experience using Microsoft SharePoint.

Pay Range

135,000-155,000
