Program Description: The Human Resources team within the Talent Development and Support department manages the Recruitment, Hiring, Compensation & Benefits and other service needs for the 500+ personnel who comprise its workforce. The HR team focuses on data-driven strategies to advance its goals of excellent customer service and of supporting broader organizational goals of workforce and service excellence. Principal Objective/Role Overview: Graham Windham seeks aHuman Resources Recruiterto advance the agency's and HR department’s strategic goals. TheRecruiterwillsupport the development of a superior workforce and help to create an employee-oriented company culture that emphasizes quality, customer service, continuous improvement, and high performance. The incumbent develops professional relationships with the hiring team, staff and partners in the tristate area, and in neighboring communities to the end of elevating the organization’s brand and presence in these areas and expanding and strengthening our pool of talent. We're looking for an HR Recruiter to support our Family Support & Empowerment team! Job Duties and Responsibilities: The role’s duties include, but are not limited to: Recruitment and Selection: + Full cycle recruiting and staffing logistics. + Identify and develop relationships with potential staff resources for the hiring of qualified employees. Attend, participate, as well as coordinate job fairs, open houses, and website/virtual recruitment events. + Conduct initial applicant screenings and review resumes of potential candidates + Conduct thorough phone screens of candidates applying Graham’s Competency & Value-Based Interview and Selection Behavioral Based Interview model. + Assist in the development of dynamic material for recruitment events + Work closely with the department heads and hiring managers to compose and monitor job descriptions + Post positions to the agency’s internal and external websites + Maintain relationships with hiring managers and other operational staff to research and report on strategies for hiring top quality candidates. + Collaborate with hiring managers in the interview and selection process. Assist in conducting reference checks. Provide guidance to managers on the reference check and interview summary process + Partner with the Credentialing/HRIS Specialist on the credentialing/background clearance process. Ensure compliance with employment requirements and labor laws, and completeness of records + Formulate welcome kit along with offer letters for new employees + Facilitate internal personnel changes i.e. promotions, transfers, salary change + Facilitate the offboarding process for separations within respective business units. Human Resources Information System (HRIS): + Responsible for Human Resources Information System (HRIS) administration and maintenance of other tracking systems and databases that house personnel-related information for assigned program areas. + Record-keeping and logistics related to employee orientation and staff development/ training. + Workforce data tracking and reporting which support department and agency-wide strategic goals. Compile monthly management reports, analyzing and projecting vacancies in various departments. + Ensure successful onboarding of new hires, including logistics related to orientation; employee self-service access via our workforce tool, Paycom; and resources available via our performance evaluation and development platform, 15Five. Hiring Expectations: + Efficiently and effectively deliver on recruiting and staffing requests for assigned programs including the identification of staffing needs, recruitment, smart screening of applicants, and the speedy hiring of those applicants selected by programs. Emphasis will be on the quality of the recruitment and hiring pool. + Ability to create meaningful partnership with hiring managers and program leadership. + Cultivate a collaborative work environment surrounding hiring needs and other employee relations concerns. + Work collaboratively in establishing clear and open communication. Other Duties: + Participate in agency-facilitated meetings, including the agency’s recruitment workforce workgroup and in other meetings and seminars as necessary to gather information and/or to represent the department. + Provide other program, departmental, or agency supports as needed. Qualifications Position Qualifications: + Bachelor’s degree in human resources management, or in a related field; HSD or associate’s degree with 10+ years of direct experience and related certifications in Human Resources + A minimum of 3 years of in-house or staffing agency recruitment experience + Working knowledge of Paycom or other HRIS/ATS platforms is a plus Core Competencies: + Excellent written and verbal communication skills. + Strong Computer skills (Excel, Word, PowerPoint, Outlook) + Organizational and analytical skills + Ability to perform quantitative & mathematical functions. + Ability to be flexible + Ability to role model leadership behaviors under stress + Ability to respond to telephones and other auditory stimulation + Ability to evaluate/interpret information and make independent judgments/decisions.
