Summary You will serve as a Human Resources Specialist in the Employee Development and Management Branch, Code 184000 of NAVAL RESEARCH LABORATORY. Responsibilities You will serve as the Injury Compensation Program Administrator implemented under the Federal Employee's Compensation Act, the liaison to the Department of Labor, and a participant in the Office of Civilian Human Resources DON FECA Community. You will research and analyze regulatory guidelines and policies on FECA and return to work issues to develop and recommend local policy and procedures that implement all aspects of the program. You will identify and evaluate program elements and deficiencies by utilizing knowledge of FECA and its related laws, principles, concepts and precedent decisions in workers' compensation arena. You will establish education seminars, conduct orientations, promote programs and periodically evaluate the program in an effort to make recommendation and change as necessary. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Researching and analyzing regulatory guidance and policies FECA and return to work issues to provide guidance to injured employees and supervisors; 2) Preparing and delivering briefings and recommendations to management on injury compensation program policy and procedures to ensure success; 3) Analyzing, managing, and continuously evaluating, and improving upon programs; and 4) Developing and conducting trainings to educate employees and supervisors on injury compensation program policies and procedures.
