About the Position: This Human Resources position is with US Army Aviation and Missile Command Deputy Chief Of Staff, G1 (Human Resources) Operations and Strategic Recruitment Division, located at Redstone Arsenal, Alabama. Responsibilities Serves as a Civilian Human Resources (HR) Specialist responsible for providing technical civilian staffing, recruitment, and placement guidance and advice in accordance with a knowledge of Civilian HR principles, concepts, regulations and laws. Analyze command-wide Civilian HR management issues and problems to develop recommendations for solution sets. Coordinate civilian recruitment efforts to include Requests for Personnel Actions, pay incentives, reporting requirements, and creating statistical reports on HR subjects. Collaborate both individually and as part of a team with both internal and external customers to develop solutions to human resources issues and problems. GENERAL EXPERIENCE: Three years of progressively responsible work experience with one year of that experience including applying civilian basic human resources rules, regulations, and procedures to assist senior level HR Specialists; providing advisory services on staffing functions; performing preliminary research and analysis on routine human resources topics or processes; and utilizing civilian human resources automated tools to access, transmit, retrieve and manipulate data. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04). OR Education: Four-year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer Literacy Customer Service Oral Communication Problem Solving Staffing and Recruiting Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-01/GS-04). Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) CP10, Human Resources Management Career Field position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment and relocation incentives may be authorized. The pay band for this position is NH-02 (equivalent to GS-05 through GS-11). If the qualifications of the applicant selected for the vacancy exceeds the minimum required, placement salary maybe adjusted higher to commensurate with those qualifications.
