Summary This is a National Guard Title 32 Excepted Service (Indefinite) Position This National Guard position is for an HR Specialist, Position Description NGD2957000 and is part of the Guam G1 Directorate of Manpower and Personnel, National Guard Responsibilities ACTIVE GUARD AND RESERVE (AGR) STATE LEVEL EXPERT: Advises the management on matters relating to Active Guard/Reserve (AGR) personnel; drafting and providing input to State personnel plans and procedures based on interpretation of regulations and directives from the Departments of the Army and National Guard Bureau (NGB). Provides guidance on the career management program in conjunction with NGB personnel management tools to ensure normal progression of career patterns and professional development in assignments, promotions, military education, and qualification in primary and alternate specialty. Ensures the accuracy of career management records and provides counseling to AGR personnel on assignment potentials. Plans and executes the AGR recruitment and placement program for the State. Develops recruitment and placement policies. Advises on the placement and promotion boards which involves but not limited to determining what positions are to be filled; providing eligibility requirements; and ensuring candidates are properly qualified for certification to the selecting supervisor. Advises management in the coordination of AGR procurement with higher headquarters, unit commanders and other Federal and State authorities, as required, to ensure adequate replacements are available when needed.; Ensures accurate and timely processing of all additional personnel actions to include new hires and transfers/reassignments. AGR RETIREMENT SERVICES OFFICER (RSO): Processes requests and produces transition documents for voluntary retirements, voluntary resignations, involuntary separations, medical retirements and separations, and all other Title 32 AGR transitions from active federal service. Assists in the creation of documents and packets for Title 10 AGR personnel when required and/or requested by NGB. Processes formal requests for voluntary retirement and voluntary resignation. Produces out-processing packets for Soldiers utilizing active-duty transition centers. Publishes and gathers documents for out-processing packets through publishing DD Form 214 worksheets, separation orders, retirement orders, and service time computations; and gathering all previous DD Form 214, DD Form 215, DD Form 220, SGLV Form 8286, DD Form 93, Soldier Record Brief, and NGB 23B and 1405 worksheet for all regular retirement personnel. Communicates with transition center personnel to assist in the creation of Retired Pay Application Packets to ensure the accurate and timely payment of retired pay. Communicates with Medical Command (MEDCOM) personnel to assist with transition documents for medically retiring and separating Soldiers. Performs leave audits for transitioning Soldiers to ensure an accurate leave balance is reflected upon separation to prevent excess leave and leave debts. Tracks a Full-Time Out-Processing checklist for each separating AGR Soldier. Facilitates Soldiers completing the Transition Assistance Program (TAP) by maintaining and providing accurate guidance and points of contact for multiple TAP sites. Publishes and maintains ILARNG policy guidance on the Career Skills Program (CSP) for Title 32 AGR Soldiers separating from Active-Duty. Assists with CSP packet for individual Soldiers and staffs the packets through the Chief of Staff for approval. Maintains the Retirement Points Accounting Management (RPAM) Next system for Title 32 AGR Soldiers. POSITION CLASSIFICATION & POSITION MANAGEMENT: Manages full-time manpower requirements for the state. Reviews determinations of ANG/ARNG manpower requirements/authorizations derived from the Unit Manpower Document (UMD) and Voucher. Ensures requirements/authorizations are properly distributed according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; Modified Table of Organizational Equipment (MTOE) and Table of Distribution and Allowances (TDA) or other methodologies used in justification of manpower requirements. Assists with or implements classification releases and related manpower changes. Coordinates corrections to requirements and subsequent authorizations based on projected force structures and new or unique requirement situations. Reviews proposed organizational structures based on management needs, local realignments, force structure changes, appropriate position classifications and agreement with the basis for the manpower requirements of the organization. Completes builds/corrections when necessary, ensuring the accuracy of the State's personnel organizational hierarchy within the automated personnel systems. Monitors fill rates of manpower requirements for agreement with National Guard Bureau and State Adjutant General's guidance and makes recommendations for potential organizational fills based on force structure changes, funds availability and mission requirements. Performs other duties as assigned Requirements Conditions of Employment Qualifications MILITARY GRADES: Officers COMPATIBLE MILITARY ASSIGNEMENT: 42B, 42H BASIC QUALIFICATION REQUIREMENTS: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/ or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENECE: Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques. MILITARY REQUIREMENTS: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by MOS requirements. Education Army National Guard Officers GS-11 through GS-14 Positions: An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. The educational-degree study program or military or civilian academic courses may substitute for some specialized experience.
