Reporting to the Human Resources Manager for Classified Staff Operations, the HR Specialist performs functions related to employment, recruitment, and on-boarding in accordance with CUNY policies and the White Collar, Blue Collar and Skilled Trades Collective Bargaining Agreements. In addition to the CUNY Title Overview, the responsibilities of the position will include but are not limited to the following: -Develop, implement, and support all HR operations, initiatives, policies, procedures and systems for the classified staff area; -Initiate and complete the onboarding process for new hires. Organize and conduct new hire orientations ensuring a positive onboarding experience; -Ensure compliace and proper application of civil service contractual rules and regulations; serve as a resource for staff and responds to inquiries timely and effectively; -Process new hires data in Cunyfirst for all civil service and classified managerial staff; -Maintain internal tracking of new hires, terminations,wage and salary adjustments and other personnel changes for Classified staff, conducting systematic audits; -Monitor I-9 employment verifications -Act as primary point of contact for all inquiries related to recruitment and hiring practices related to classified staff; -Ensure data integrity and confidentiality of employee information; -Complete employment verifications; -Assist with special projects as assigned. **QUALIFICATIONS** Bachelor's Degree and four years' related experience required. Preferred Qualifications Preferred Qualifications: Experience working in a Higher Education setting in the field of Human Resource. Knowledge of Civil Service Rules and Regulations including White-Collar and Blue-Collar contracts. Experience with employee onboarding, including performing I-9 verifications. Ability to prioritize tasks, be detail oriented, and have strong organizational and problem-solving skills, and manage multiple projects with demanding deadlines. Proficiency with Microsoft Office Suite (especially Excel, Word, PowerPoint and Outlook), Adobe and Zoom or related applications. Experience with CUNYfirst (Peoplesoft) including data entry and running CUNYfirst and CHRMS reports. Excellent oral and written communications skills and strong interpersonal, customer service and team-oriented skills. Solid knowledge of Federal, State and City laws applicable to employees. **CUNY TITLE OVERVIEW** Develops and administers processes and policies regarding Human Resources. - Advises employees and managers on Human Resources policies and guidelines; provides a high level of customer service in assisting members of the College community - Supervises and administers one or more human resources programs such as recruiting, pay administration, employee orientation, employee benefits, data entry and recordkeeping, and performance appraisal/reappointment practices - Maintains an in-depth understanding of CUNY rules and regulations, relevant laws and guidelines, collective bargaining agreements, and College policies, and applies these to his/her areas of responsibility - Investigates regarding sensitive employee issues or complaints - Helps create innovative communications such as manuals, web pages, or employee meetings and provides these to the College community - Performs related duties as assigned.
