Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: ???????Serves as a Human Resources Specialist performing generalist duties in support of USAASC Headquarters (HQ) and the Program Executive Offices (PEOs). ???????The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system. Responsibilities Serve as an advisor and consultant on personnel management issues, implementation of laws, regulations, policies, programs and objectives established by higher echelons. Design and conduct studies and analyses of Human Resources Programs. Develop staffing guidance in the form of policy and program objectives. Analyze recruitment and placement program elements to determine needs of the agency, provides continuing advice and guidance on any of the following: recruitment and staffing, basic employment policy, and appointment authorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Providing civilian human resources policy interpretation and guidance to leadership, managers, and/or subordinate units; 2) Participating in the development or revision of civilian personnel policies and guidance to enhance staffing, recruitment and placement; AND 3) Participating in assignments, projects, or studies to analyze civilian personnel management program areas such as recruiting, position management, or performance management. Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Communications Employee HR Management - Basic Personnel and Human Resources Staffing and Recruitment Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
