Human Resources Specialist- BIL DIRECT HIRE
Summary The person in this position will perform a variety of work involving workforce planning, HR systems and data analytics within the Office of the Secretary (OST) or one of the Operating Administrations (OA), Office of Human Resources. Responsibilities The Human Resources Specialist: Performs a wide variety of advanced human resources management duties/specialties as assigned that provide specific human resources services for assigned organizations. Performs HR activities such as HR program evaluation, data analysis, development of reports and presentations, drafting internal operating procedures, and preparing recommendations to change or modify one or more HR programs and/or policies. Provides consultative advisory services on matters involving assigned HR functions to meet stakeholders’ needs, respond to HR cases, prepare formal recommendations to leadership, and implement changes to established HR procedures and methods. Identifies and proposes solutions to HRM problems, performs quantitative and qualitative analysis on complex interrelated HR trends, problems, and issues, and makes recommendations to improve effectiveness of assigned HR program area and/or to s to significantly change or modify one or more major HR program/policy decisions. Prepares clear and concise HR reports, responses, briefings, and written products using software tools and applications. Develops efficient and effective automated systems approaches for presenting HR reports and graphics to leadership. An ideal candidate for this position should possess a combination of technical expertise, strategic thinking, and interpersonal skills to effectively analyze and utilize HR data for organizational success. The candidate must be proficient in data mining and sharing to drive cultural and organizational change through data-driven strategies. Additionally, the candidate should be skilled in aligning HR analytical initiatives with organizational goals. A deep understanding of HR processes, metrics, and programs is essential for making sound recommendations and solving human capital challenges. The candidate should also have a strong grasp of analytics to predict trends and behaviors related to attrition and performance outcomes. Furthermore, the candidate must be able to collaborate and present briefings on complex data analyses and human capital issues to senior leadership. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Designing and conducting comprehensive studies by analyzing workforce data to identify relationships between various datasets to predict trends and behaviors related to human capital attrition and performance outcomes. Consulting and providing advice to managers on human resources issues related to strategic planning, workforce development, policy, and succession planning. Utilizing a wide range of HR automated management tools and data analytics tools (e.g. Power BI. Tableau, etc). to review and analyze data, generate management reports, conduct studies, prepare management advisories, and develop efficient automated systems approaches for management. Preparing and presenting technical reports and briefings for both internal and external customers.
