Summary About the Position: Incumbent will serve as an expert technical advisor on matters related to pay administration and Federal compensation flexibilities. This position has an established duty location of Falls Church, Virginia. Responsibilities Analyze, interpret, develop, and/or implement Federal law, regulations, policies, and agency or Service-specific guidance involving compensation administration to determine the impact to the Defense Health Agency (DHA) healthcare readiness mission. As the DHA subject matter expert, provide advice on the use of Federal compensation flexibilities required to recruit, manage, and retain employees in critical healthcare occupations. Collaborate with Major Subordinate Commands, Medical Treatment Facilities' senior staff, and leadership to determine staffing needs, salary structures, and compensation packages to develop policies and procedures. Provide assistance and guidance to Networks on DHA compensation policies and issues. Provide authoritative interpretation and instructions on compensation laws, regulations, policies and procedures, and develop guidance on appropriate course of action to resolve difficult and unusual compensation issues/problems. Provide compensation advisory and guidance to Medical Treatment Facilities to effect broad compensation program initiatives and application of compensation authorities. Participate in special projects, assignments, comprehensive studies, and/or working groups in other functional areas of human resources to identify and examine problems or operating issues that may impact DHA healthcare mission priorities. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes applying human resources regulations, policies, or guidance involving compensation administration; providing advice on compensation flexibilities impacting the Military Health System (MHS) (such as Title 5 Special Salary Rates, Title 38 pay authorities, Physicians, Podiatrists and Dentists Pay Plan (PPDPP), etc.); and collaborating with various government entities (OPM, DOD, VA, etc.) to develop compensation policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
