Responsibilities Serves as an HR Specialist responsible for advising managers regarding employee relations, labor relations, performance management, leave administration, reasonable accommodation and/or incentive and performance award programs. Advises on a wide variety of labor and employee relations matters such as grievances, unfair labor practices, labor-management partnership, and appropriate disciplinary or corrective techniques addressing a range of conduct or performance problems. Researches and applies laws, rules, policy, third party decisions, and internal guidance to analyze and craft defensible solutions to conduct and performance problems where precedent cases and guidelines are not always directly applicable. Trains supervisors on subjects related to Labor or Employee Relations issues such as conduct, performance, leave, employee engagement, and labor-management relations. Develops case work by analyzing applicable laws and regulations, reviewing third party adjudications, coordinating with proposing and deciding officials, obtaining and relevant documentary evidence, and writing proposing and decision memoranda. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as applying standard Federal Civilian employee and/or labor relations theories, laws, policies and procedures; and demonstrating use of analytical or evaluative methods sufficient to advise and assist employees and managers in routine personnel matters related to conduct, performance, employee engagement and productivity, dispute resolution or labor issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. Additional Information Moving expenses will not be paid. Telework availability will be based upon the mission requirements and supervisory determination.
