The Texas A&M Engineering Extension Service (TEEX) “Make a Difference” mission focuses on making a difference by providing training, developing practical solutions, and saving lives. The HR Specialist II position provides a critical role in achieving this mission by coordinating workers compensation, the Family Medical Leave Act, leave assistance, and unemployment process to be compliant with Agency, System, State and Federal Requirements.
The Human Resources Specialist II is responsible for interpretation of and providing guidance on leave, workers compensation, and FMLA. They provide timely and professional services that support and enhance the leave and workers compensation needs of the Agency; such as overseeing the agency website for leave, FMLA, and usage of workers compensation to ensure procedures are followed, and best practices are being utilized. In addition, this position is responsible for assisting with other Employee Relations tasks including employee engagement, leave education and the exit survey process.

The HR Specialist II position will provide timely, professional, and confidential service that supports and assists the employees of TEEX with complex areas of FMLA, Leave, and Workers Comp.
The HR Specialist II will report to the Employee Relations Manager.
Required Qualifications:
+ Bachelor’s degree from an accredited college or university or an equivalent combination of education and experience. (Equivalency: will consider an Associate's degree with four years of experience or a high school diploma/GED with six years of experience.)
+ Two years of experience performing HR-related duties.
Required Licenses/Certifications:
+ Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
Preferred Qualifications:
+ Two years of FMLA, Leave, and WC experience.
+ Three years of experience in various HR functions.
+ Experience using database applications.
+ HR experience working for a state entity.
+ Professional in human Resources (PHR).
Physical Requirements:
+ Ability to operate standard office equipment, including computer, keyboard, telephone.
Knowledge, Skills, and Abilities:
+ Strong interpersonal skills and ability to generate positive relationships with internal and external stakeholders.
+ Ability to effectively communicate both orally and in writing.
+ Strong proficiency using word-processing and database software programs.
+ Ability to multi-task.
+ Ability to self-start and follow up on pending task to move them through stop and start processing.
+ Must be detail-oriented and attentive to timelines.

+ Proficient in the use of standard office equipment: computer, keyboard, multifunctional printer, telephone, fax, copier, scanner.
Notifications:

+ As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
+ Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
Essential Duties, Tasks, and Percentages:
Leave Administration – 40%
+ Coordinates and administers TEEX Leave Without Pay (LWOP). Coordinates the procedures for leave operations, including preparing reports.
+ Interprets Leave procedures. Knowledge of State and Federal laws and programs related to leave administration and administrative processes. Solid demonstrated knowledge of: HIPAA, Leave with Pay, Leave Without Pay, Emergency Leave, Military Leave, Sick Leave, Sick Leave Donation, Vacation and Sick time accruals.
+ Provides guidance to departments and management regarding HR practices, compliance, laws, regulations, and ethics.
+ Maintain FMLA log and send FMLA notices to employees and supervisors to include, tracking all leave used, monitoring medical releases, and working with divisions on early return to work (BOE’s). Identify patterns of leave issues and provide reports to the agency, division leadership and state comptroller. Facilitates discussions between employee and supervisor to assist the employee with available leave options and benefits opportunities.
+ Sick Leave Pool administrator for the Agency.
+ Consult, process, and monitor leave and benefits for employees and family members who are deployed with Military orders.
+ Collaborate with Payroll on leave for biweekly payroll issues.
+ Enter leave on employees who are not available to submit leave requests due to medical or other absences.
Administer Workers Compensation – 20%
+ Collect and submit details of an on-the-job injury to Risk Management, provides information and documentation as needed to meet agency requirements.
+ Monitors workers comp claims to ensure documentation is received and employee is returned to work as soon as possible.
+ Work closely with the divisions and employees to ensure medical care, leave and pay are handled according to the Texas Department of Insurance guidelines.
+ Serve as the Workers Compensation POC for the TTF-1 members during deployments and training to include coordinating claims, leave, and pay with the State Office of Risk Management.
+ Serve as the Workers Compensation POC for injuries occurred during international travel to coordinate claims, leave, and payment with international carrier.
+ Works with supervisors, employees and TEEX Environmental Health and Safety Manager to ensure all paperwork is completed.
+ Assist divisions and departments with implementing the Early Return to Work Program as needed.
+ Serve as member of the TEEX Safety Council.
NEO / Supervisor Training / Other Trainings as Needed – 10%
+ Responsible for administrating training and updating content.
+ Determine based on employee/supervisor feedback when additional training topics are needed.
Agency Drug Screen Program Administrator -5%
+ Coordinate and maintain drug screening selection process with vendor to ensure employee compliance with State and Federal random screening requirements.
+ Coordinate with potential employees to meet State and Federal pre-employment screening requirements.
Unemployment Claims Administrator – 5%
+ Submits unemployment claims while working closely with supervisors, witnesses, and others.
+ Create and monitor various reports as required by the Texas Unemployment Commission Testify and/or coordinate testimonials for unemployment appeals.
+ Develop forecasting reports for FIS to determine appropriate funding levels needed to cover unemployment costs.
Reports and Surveys - 5%
+ Responsible for administrating training and updating content.
+ Compiles and prepares reports and documents related to exit interviews human resources activities.
+ Coordinates the collection of results and the dissemination of surveys.
+ Maintain survey database and prepare quarterly reporting and distribution to leadership.
Other Duties as Assigned – 5%
+ Assist with other Employee Relations tasks, as needed.
Serve as Workday System Lead - 5%
+ Serve on working groups for assistance with leave, worker’s comp, benefits, and exits.
+ Attend all Workday training/meetings that are in responsibility areas.
Continuously improve or update processes /materials /portal - 5%
+ Maintain current knowledge of Leave, FMLA, and Workers Compensation policies and procedures.
+ Develop training guides, and other material improvements during state, system policy and/or procedural changes.
+ Updates SAPs as needed based on current process along with state and federal requirements.
+ Ensure TEEX portal remains up to date.
+ Recommend process improvements, as needed.
Other Requirements:
+ Participate in a minimum of 8 hours of professional development per year.
+ The individual in this position is required to handle Protected health Information (PHI) as defined by HIPAA regulations.
+ The individual is required to handle PHI in accordance with A&M System policy and complete the HIPAA training as a condition of employment, within a reasonable timeframe after employment and on an as needed basis thereafter.
