Job Title Human Resources Specialist II - Employee Relations & Development Agency Texas A&M University - Kingsville Department Employee Relations & Development Proposed Minimum Salary $3,742.67 monthly Job Location Kingsville, Texas Job Type Staff Job Description Job Summary Under the general direction, provides university-wide customer support and guidance related to employee relations issues, rules, policies, regulations, and standard administrative procedures. Oversees, coordinates, evaluates, and processes submissions of related events. Develops and maintains standard operation procedures specific to area of responsibility. Serves as a member of the Office of Employee Services and on projects or initiatives as appropriate. Work hours: Monday through Friday from 8 AM to 5 PM or as work requirements indicate. The position may require work responsibilities outside regular business hours; work hours may vary during peak season. This position must be able to work remotely at the university's request, with expected travel to the various work sites. Essential Duties and Responsibilities + Provide guidance, advice, and consultation by effectively communicating performance and behavior matters with university employees, recommending appropriate actions to address and resolve issues, and enhancing performance and behavior. + Effectively communicates HR programs, practices, and policies to all employees, ensuring compliance with System and university policies and state and federal laws and regulations. + Conducts intake and maintains filing and record-keeping of cases, ensuring compliance and confidentiality at all times. + Monitors cases for trends and areas of opportunity to implement professional development training and programs and enhance communication initiatives. + May conduct investigations as assigned per A&M system regulations and Texas A&M University – Kingsville’s rules and procedures and write comprehensive investigation reports. + Assists in the planning, developing, revising, and implementing human resources policies, procedures, and training initiatives. + Assesses professional development needs, designs and delivers content, and determines cadence, methodology, and measurement for professional and soft skills development. + Coordinates the training and development program with university stakeholders. + Provide training and assistance to subject matter experts, training providers, workstation processors, and training administrators throughout the university in adding courses into TrainTraq, uploading completions, hosting online courses, making assignments, and monitoring compliance. Responds to inquiries regarding the capabilities and functionality of TrainTraq. Processes TrainTraq access requests and monitors user roles and access. + Monitors outstanding training and provides reports as needed to university leadership. + Composes and develops the monthly departmental newsletter. + Coordinates employee recognition programs such as service awards and university awards. + Provides support to professional development programs and initiatives. + Coordinates with the annual performance review process to include training, launching, and monitoring for completion. + Attends System meetings, in person and remotely, related to area of responsibility. + Travels to off-site meetings when necessary. + Demonstrates a cooperative, positive attitude in the workplace. Works to attain departmental, divisional, and university-wide goals. Minimum Qualifications + Education – Bachelor’s degree in applicable field or equivalent combination of education and experience + Experience – Two years of related experience + Knowledge of– Proficiency with database, spreadsheet, and word processing programs. Analytical and report writing skills. Oral, written, and presentation communication skills. Skills and Qualifications: + Proactive and independent with the ability to take initiative. Excellent verbal and written communication skills. + Excellent interpersonal skills with good negotiation tactics. + Excellent time management skills with a proven ability to meet deadlines. Familiarity with social media, C.V. databases, and professional networks. Proficient in reading, interpreting, and verifying data in multiple formats + Innovative, problem solver, self-motivated, self-disciplined, and able to function independently as well as successfully as part of a team. Ability to analyze and solve problems. + Proficiency in documenting processes and keeping up with industry trends. Minimum Salary: The target base annual salary is $44,912 and ma y be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
