Summary THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number D1622000 and is part of the ND 119 Force Support Squadron, National Guard. Responsibilities As a Human Resources Specialist (Military), the primary purpose is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness. Serves as advisor to commanders on assigned unit human resources (HR) programs. Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Plans, directs, and controls all aspects of the Customer Service Program. Plans, directs, and controls all aspects of the human resources employment program. Plans, directs, and controls all aspects of the Relocation program for all members. Ensures accuracy of human resources data system and performs functional review of data reliability relative to the relocations program. Develops wing readiness plans for the administration of contingencies and mobilizations. Manages contingency and exercise deployments. Manages Deployment Systems. Is responsible to the Military Support Flight Commander for the Personnel Support for Contingency Operations (PERSCO) portion of the Status of Resources and Training System (SORTS) Report. Serves as Classified Control Officer responsible for safeguarding and proper destruction of classified material IAW AF instructions, higher headquarters and local guidance. Requirements Conditions of Employment Qualifications PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MAX MILITARY GRADES: TSgt COMPATIBILE MILITARY ASSIGNMENTS: 3F0X1, 3F2X1, 3F3X1 AFSC is not a disqualifying factor of eligibility; however, selected applicant must obtain the compatible AFSC. Please work with the 119th Base Training Office on ASVAB questions if needing to obtain this AFSC. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. GENERAL EXPERIENCE: Applicant must possess the experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Applicant must possess the 1year of specialized experience at the GS-07 level, or the civilian equivalent, which provided; 1) Working knowledge of National Guard missions, organizations, and personnel programs, 2) Knowledge of personnel programs gained in a classroom or as an on-the-job trainee and can discuss terminology, concepts, principles, and issues related to military Human Resources, 3) Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records and assignments, 4) Experiences may include performing personnel functions associated with preparing and maintaining manual records, managing personnel records and researching record data, and 5) Experienced in operating a computer and using varied computer programs. OR EDUCATION: master's or equivalent graduate degree in a related field OR 2 full years of progressively higher-level graduate education leading to such a degree. OR An equivalent combination of work experience and education. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Education To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
