Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at HQ INSCOM, ACOFS, G-1, Military Human Resources Division at Fort Belvoir, VA. Responsibilities Serves as Human Resources (HR) Specialist for one or more functional areas of Military HR management functions: Man, the Force. Provide, coordinate, and conduct military HR services and support of soldiers dispersed world-wide. Serves as an action officer and technical advisor in the management and administration of all aspects of the INSCOM Military and Civilian Honorary Awards programs and the Command Awards Program. Responsible for screening and notification of all HQDA Level Board results (promotion/command/school) to MSC Commanders. Authenticates/approves assigned military permanent orders, organizational orders, and individual temporary duty orders in accordance with Army Regulations. Provides narrative and statistical data for various one Âtime and recurring reports (e.g., Monthly Commander's Readiness update). Brief higher-level supervisors and managers and address specific questions/concerns of military personnel assigned to INSCOM. Serves on inspection team for all Military HR functions for INSCOM worldwide units. Conducts general, follow-up, and staff assistance inspections. Minimum Qualifications: To qualify based on your experience, your resume must describe at least one (1) year of specialized experience equivalent to at least the GG/GS-09 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: managing and executing a full range of military personnel actions and programs including but not limited to evaluations, awards, promotions, separations, retirements, personnel records updates, and inspections. To qualify based on your education, you must submit transcripts showing you have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR a LL.M., if related. Or you may qualify for this position based on a combination of your experience and education. You will be evaluated on the basis of your level of competency in the following areas: Communications Customer Service Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI). Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Field 50 position. TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of two years of continuous service in this position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Advanced In-Hire may be authorized.
