Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a GS-0201-09 HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D1176000 and is part of the MO HHD 175th Military Police Battalion. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position. Responsibilities Develops, implements and evaluates the administration and personnel policies for the organization. Serves as the primary advisor for the command in the areas of legal, medical, and personnel actions. Makes decisions based on the commander's guidance and intent in the area of personnel and administrative management. Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning administrative and personnel activities. Assists in the preparation for executive command level inspections in the area of personnel and administration. Reviews, analyzes, and provides recommendations relative to proposed MTOE and/or force structure changes to determine the impact on personnel authorizations. Reviews legal documentation and provides recommendations for appropriate actions and/or forwarding to higher headquarters. Ensures the execution of the command level guidance for implementation for the implementation of the Enlisted Promotion Management System (EPMS). Provides assistance and guidance in the preparation of officer promotion packets for required board actions. Analyzes the personnel portion of the organizational readiness report and determines critical needs and priorities for the strength management program. Provides guidance to staff officers, commanders and full time employees on policy and procedures changes concerning areas of strength management. Plans, organizes and assigns work to employees engaged in administrative and personnel work assigned at the command level. Prepares requests for filling vacancies to meet workload requirements; participates in the selection of subordinates. Establishes performance standards and evaluates employee performance; prepares formal requests and recommendations for promotions, reassignments, etc. Receives and resolves or participates in the resolution of grievances, or forwards to higher-level management for resolution. Coordinates and assists in developing plans for recruiting and retention within the command. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - CPT (O-3) Minimum Military Grade - 2LT (O-1) or Officer Candidate School Certificate Holder Officer - AOC 01A, 42B, 42H; or predominate AOC or branch of the organization Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor (grade inversion). GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience that demonstrates a thorough knowledge of and skill in applying fundamental military human resource management principles and practices; and providing technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within a particular area of assignment using analytical and evaluative methods and techniques. The specialized experience must demonstrate knowledge of personnel authorizations, unit manning documents, duty assignment requirements and criteria sufficient to submit recommended improvements or corrections for the purpose of enhancing personnel readiness; organizational missions and capabilities sufficient to perform presentations and briefings; ability to communicate effectively both orally and in writing, with individuals, supervisors and management; experience managing the function of work to be performed and experience leading, directing and assigning work of personnel. Education Captains and above must possess an undergraduate degree from an accredited college or university. Second Lieutenants and First Lieutenants who possess an undergraduate degree OR pursuing an undergraduate degree with at least 90 validated credit hours from accredited college or university.
