EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Examples of Work This position serves as the Assistant to the Human Resource Director at Villa Feliciana Medical Complex, an acute and long-term care hospital whose mission is to operate health care programs which provide medical care and treatment for residents with acute, subacute, and chronic illnesses and/or disabilities resulting from trauma or genetic defects. VFMC is a specialized 24-hour medical facility operating with 150-175 staffed beds, with a license capacity of 299 beds. All beds are licensed as hospital beds. The facility operates a small hospital care service that is surveyed by health standards using hospital licensing requirements, with the remainder of the facility surveyed annually under CMS and state standards for nursing facility care. Specialized units include 10 beds for acute and subacute care including a wound care service, and the only inpatient tuberculosis program in the state. The facility is staffed with a table of organization of 216 classified positions and 20+ unclassified positions with a budget in excess of $25 million. The physical plant consists of two patient care buildings, administrative building, activity buildings, support service buildings, staff residences, and a variety of storage and special purpose structures, located on a 157-acre site with its own freshwater system, sewer system, chiller and boiler systems, and electrical distribution system. This facility has control of passage with a security gate at entrance. This position serves as the assistant to the Human Resource Director in all areas of Human Resource Management and supervises three (3) Human Resource professionals in accordance with Civil Service Rules and Regulations, State Laws, and H.R. Policies and Procedures. The work is difficult and affected by several factors including (1) hard to recruit classifications which require special training, education or licensure; (2) provides for 24 hours seven days a week; (3) difficulty in recruiting in an area due to location; and (4) limited resources. 45% Manages and supervises the Human Resource Benefits, Compensation, Performance Evaluation, EA, and Payroll Programs. Develops and recommends policies, procedures, and long and short-range goals relative to programs managed. Evaluates the effectiveness of the assigned program areas and recommends and implements necessary changes. Provides direct supervision to professional Human Resource staff members. Conducts Performance Evaluations, approves leave, counsel's employee when required and recommends disciplinary actions if necessary. Reviews program operations to determine need for new and revised policies or procedures. Draft policy statements for review and approval of the Human Res. Director. Interprets Civil Service Rules and regulations and departmental policies and procedure regarding personnel actions for management, employee, and applicants. Responds to budget requests for reports, such as, BR9B, vacancies, overtime, other compensations, etc. Manages the drug testing program. Ensures proper chain of custody of test samples and maintains sensitive, confidential records. Submits safety sensitive/security sensitive positions to drug screening facility for random drug testing purposes. Schedules employees for random drug testing. Schedules and receives results of applicants for drug testing. Tracks, monitors, and submits 5 yr background checks as required. 35% Manages recruiting, selection, and placement activities for the agency using the LA Careers System. Monitors and updates information in the LA Careers System related to the recruiting and/or hiring process. Advises managers and supervisors of best method of filling vacancies. Submits advertisements as requested by the Human Resource Director. Reviews all interview materials. Monitors hiring practices to ensure supervisors are selecting or rejecting applicants in conformance with legal requirements, particularly EEO guidelines, and department policy. Analyzes hiring and promotional practices to ensure compliance with federal law. Reviews all applications and determines what field or job applicants are best suited for and provides information to supervisors as needed. Participates on the Interview Panel as needed and make recommendations in the hiring process. Manages the computerized SAP functions required to process all personnel and payroll actions needed to complete appointments, market adjustments, promotions, transfers, separations, etc. Evaluates and determines priority of workload. Reviews sap reports and advises HR Director of problems. Manages and updates the organizational structure changes using the SAP System. Performs individual time evaluations and off cycles as required. Maintains administrative contacts with the governing boards of the various benefit programs such as, LASERS, State Group Insurance, Workers Compensation, etc. as well as plan representatives to ensure the effective delivery of current information and prompt resolution of problems associated with the various programs. Researches and resolves complex problems relative to individual employees. Communicates advice and solutions to employees. Processes and reviews necessary documents for accuracy then forward to appropriate offices. Counsels' employees regarding retirement issues and process necessary retirement documentation. Example: Retirement Estimates, Disability Forms, Retirement Application, etc. Manages and monitors the EEO Program. Reviews and maintains the development of the Affirmative Action Plan for the hospital. Assist supervisors in their roles in achieving the agency affirmative action goals. 15% Provides training to subordinate staff members of the Human Resource Office in order to ensure they maintain an understanding of all current policies and procedures. May represent the agency and provide testimony at administrative hearings regarding controversial unemployment and worker’s compensation matters. Investigates complaints of discrimination or sexual harassment brought through internal complaint procedures. Recommend resolution to the Human Resource Director. In the absence of the Human Resource Director, will supervise and maintain all Human Resource Programs, actions, etc. Performs quarterly federal Payroll Based Journal entries to remain in compliance with CMS for the facility. 5% Performs other related duties in order to maintain a smooth operation within the department.
