Counterpart International is seeking a Program Associate to join our Governance practice area. The Program Associate on the Governance practice area under the Program and Delivery Unit (PDU) is a member of a team of professionals under the supervision of the Sr. Governance Director but reports directly to the Program Manager. The Governance practice area is responsible for providing support for the successful implementation of a portfolio of programs in the democracy and governance space. The position will provide support to the DC and project teams to help meet program goals and objectives. This is a full-time position based in Washington D.C. Counterpart operates in a hybrid office model and requires staff to come into the office 2 days a week.

Responsibilities Supports and assists the implementation and administration of the Governance global portfolio of programs.Supports efforts to ensure that projects and grants are completed on time, are technically compliant, and within budget.In collaboration with the Program Manager, reviews and edits work plans, quarterly, semi-annual, final, and other relevant reports for funders.Provides operational and logistical support to programs during startup, implementation, and closeout, including but not limited to the following duties:Award Management: Prepares procurement packages; prepares grants packages and memos; tracks and drafts approvals needed for modifications and agreements; drafts and/or completes the initial review of contracts (e.g. vendor agreements, consulting agreements, purchase orders, task orders, etc.) and grants for completeness and compliance with internal policies; drafts and/or completes requests for quotations (RFQs), requests for applications (RFAs), and requests for proposals (RFPs); reviews procurement packages to ensure quality control; conduct file audits.Human Resources: Reviews and processes benefit allowances requests; monitors benefits allowances for Expats/TCNs.Finance: Closely collaborates with project manager, project teams, finance and administration, and program staff to provide proactive financial backstopping and budget tracking.Administration: Spot checks review of files uploaded to SharePoint and uploads required reports to donor library.Supports training and capacity building of local project field offices as needed.Identifies and proposes solutions to solve services delivery challenges and ensures project needs are met in a timely way.Manages consultant agreements and, processes payment approvals for consultants and vendors.Assists in logistics for departmental requests, such as arranging event logistics for events, coordinating staff travel, coordinating staff participation in trainings.Monitors, analyzes and reports on political and other related developments specific to the countries and projects under his/her portfolio.Assists in the tracking of cost share on projects.Assists with facilitating the portfolio’s monitoring and evaluation efforts, knowledge management, and harnessing best practices to contribute to thought leadership, technical excellence and learning internally at Counterpart.Coordinates cross-departmentally to ensure projects receive necessary and timely support to implement with excellence and compliance.Assists with writing and editing success stories and shared for internal and external purposes.Supports writing and updating past performance record for projects.Travels as needed for program oversight and implementation.Other duties as assigned. Qualifications Bachelor’s degree in political science, international development, international business or related field, or equivalent experience.2 to 3 years of professional experience supporting international development programs.A keen interest in civil society, good governance, human rights, anti-corruption and/or conflict mitigation.Excellent communication skills.Strong written, verbal, analytical and organizational skills.Strong customer service orientation and written and oral communication skills.Self-starter – ability to work independently/without close supervision, and as part of diverse teams.Demonstrated ability to show initiative, solve problems, handle multiple tasks simultaneously.Meticulous attention to detail, as well as critical thinking and problem-solving ability.Strong time management skills, proven capacity to prioritize and initiate follow-through.Alignment with Counterpart’s core values.Fluency in written and spoken English is required, additional languages, such as Spanish, French, Arabic, are strongly preferred.

The salary range for this position is $43,594-$69,750 annually.
