Additionally, the Advisor will work with the Philippines, Malaysian, Indonesian, and Thai governments to work on Countering Uncrewed Aerial Systems (C-UAS) National Action Plans to include attending regional workshops, forming technical working groups and working with host county to meeting the items on the C-UAS National Action Plans **JOB DUTIES AND RESPONSIBILITIES:** + Collaboratively work with the Philippines National Police (PNP) and other government agencies to build capacity for terrorism investigation and operations. + Advisor will attend and oversee advanced skills courses delivered to the PNP, relative to the lines of effort under the Inter-Agency Agreement. (IAA). + Conduct assessments to support foreign assistance programmatic objectives. + Works under the direction of the ICITAP Program Manager to ensure lines of effort are aligned with current Inter-Agency Agreements (IAA’s) + Provide recommendations for specialized skill training and equipment procurement + Assist in procurement of equipment needed based on assessments. + Attend regional workshops creating the Countering Uncrewed Aerial Systems (C-UAS) National Action Plans + Coordinate with numerous U.S government agencies and host government agencies (Philippines, Malaysian, Indonesian, and Thai government) to form Technical Working Groups to develop and implement C-UAS National Action Plans. + Short term TDYs to throughout the Philippines and international travel to Indonesia, Malaysia and Thailand + Coordinate and facilitate equipment donations with US Embassy and Host Nation staff. + Writes and submits timely reports and workplans. + Attend various scheduled and recurring meetings at numerous locations, including the US Embassy and many others as required. **REQUIRED SKILLS AND QUALIFICATIONS:** + Demonstrated success in both administrative and operational management, as identified and outlined by prior supervisors. + Must be eligible to obtain and maintain a Secret Clearance + Demonstrated effectiveness in working independently and within team environments. + Demonstrated excellence in problem solving skills. + Knowledge of and demonstrated Competencies in law enforcement learning, training and development. + Demonstrated excellence in utilizing Microsoft Office Suite (Word, Excel, PowerPoint) to facilitate analysis, design, development, implementation, and evaluation activities, presentations, and reports. + Ability to multi-task several projects and timely submission of required reports. + Excellent written and oral communication skills. + Proven record of effective relationship building, _both_ within and outside an organization. + Educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience. + Clearable: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance. **DESIRED QUALIFICATIONS:** + Diplomatic or Contractor experience working within an embassy environment. + Law enforcement experience includes having been assigned as a full-time training manager, or equivalent title with equivalent duty assignments. + Five years’ experience managing training and development programs or projects. + Demonstrated effectiveness in managing a program or project in a cross-cultural environment. + Bachelor’s / master’s degree in criminal justice or a related field.
