Identity Intelligence Analyst

This position will be based out of either Erbil or Baghdad. Responsibilities Under the direction of a DS Special Agent, the IA support specialist provides vetting-related services. Major duties and responsibilities include: Conducts screenings on various individuals with either access to Chief of Mission facilities or who are hired into a position that allows them knowledge of Chief of Mission operations. Conducts liaisons, supports security/operational security/force protection programs and produces timely written reports and assessments. Provides direct support to the Regional Security Office (RSO) as appropriate, which frees RSO assets for other duties. Provides routine and recurring support to RSO IA and HUMINT activities from fixed and secure locations (defined facilities and properties). Conduct screening of applicants with use of organizational reference documents, in accordance with RSO standard operating procedures (SOPs) and with appropriate Government oversight, and must adhere to the standards and procedures set out by RSO. Review the data collected and cross-reference intelligence collection priorities and plans, in order to ensure proper identification and categorization with screening SOPs. Input and submit (on a daily basis) RSO-designated investigative checks (i.e., Name Checks and Interagency Checks) and provide results to Identity Intelligence Analysts for review. Enroll with use of biometric collection systems as applicable, to gather additional identifying data on interviewed person for screening report. Provide analysis, research, assistance, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S. Embassies and Consulates worldwide. Utilizes numerous datasets, specialized tools, and advanced research and analytical techniques to identify and analyze individuals that may pose a threat to U.S. and State Department interests; identifies opportunities to mitigate threats through a variety of analytical processes; validates the significance of data; and makes recommendations regarding the mitigation of threats. Conducts analysis of biometric and biographic information on individuals of interest utilizing the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S. State Department personnel or facilities. Independently identify, research, and review pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs around the world, CCV management, and senior DS management. Plans, develops, and leads in-depth all-source analysis, using traditional and non-traditional classified and unclassified sources of intelligence. Other Duties as assigned. Qualifications The Contractor shall provide personnel who have the necessary experience, education, training and skills to perform the work and manage the requirements included in the contract. Requirements include: Minimum of 4 years of relevant intelligence analysis experience with a Bachelor’s Degree. Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation, Department of State, or an equivalent U.S. Government agency. Experience should include Military Occupational Specialties 35F, 350F, 35O, 18F, other military service equivalents, or GS-0132 series or; 6 years relevant experience with no Degree. Knowledge of the Arabic language and culture is strongly desired. Must be a United States citizen Secret or Top Secret personnel security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract performance. The level of security vetting required shall be specified at the task order level and shall be determined by specific post requirement. Specifically designated personnel must be eligible for access to Sensitive Compartmented Information (SCI) if necessitated by specific post requirement. Knowledge of host country culture, traditions, and customs is highly desirable. Experience working in a high-threat environment is desirable. Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds. Must be in good physical condition with no health deficiencies, either temporary or long-lasting, that would impair performance of duties preferable.
