Description/Qualifications
General Description
The Independent Living Program Supervisor will provide overall contract management support to ODHS Independent Living Program contracts. Areas of responsibilities include liaison with contractor, continuous quality and risk management, clinical and administrative supervision of service providers. Will be able to demonstrate knowledge of issues frequently affecting families such as mental health, drug and alcohol abuse, poverty, and lack of resources.
Minimum Qualifications
At least two years’ experience working with youth as an ILP Specialist in the last five years. QMHA eligible with five years’ experience providing family-centered support services, in-home services, work with high-risk families, and/or oversight of these services. Exceptional verbal and written communication skills. Must be computer proficient with Microsoft Word, Excel, and record keeping software.
Qualified applicants will demonstrate knowledge of ODHS services and systems and be able to work within that structure. Knowledge in the areas of teaching, child development, child and family mental health, social learning theory, behavior management skills, and social determinants of health. Experience must include work with at-risk families, preferably using change-based family preservation models. Must have respectful, open, unbiased, accepting attitude toward clients and their families. Must be able to pass an ODHS background check and/or fingerprinting.
Preferred Qualifications
Bachelor’s or master’s degree in social work, human services, counseling, or related field. Supervisory experience in a related field.
Essential Duties and Responsibilities
Supervision
+ Communicates administrative requirements to staff, including records compliance and contract requirements; offers training and support as needed
+ Performs on-site visits with staff as needed to monitor service delivery and offer appropriate feedback
+ Provides ongoing consultation with structured staffing of cases; minimum of two hours per month, including one hour minimum of direct contact for each staff member
+ Reviews and monitors records within the electronic client record (ECR), and signs documents to meet standards for goal setting, required reports, and screening
+ Monitors staff performance and contract compliance through the use of the electronic client record (ECR) and gives feedback to staff
+ Informs staff of training or offers group training that addresses best practices and techniques
+ Conducts annual performance reviews for staff
+ Participates in staff recruitment, hiring, and retention
+ Travels to districts in which Options has ILP contracts to support ILP providers and ODHS contract requirements
Management
+ Oversees the contract, including oversight of records and compliance with contract requirements, ensuring that all laws, regulations, ethics and policies are met
+ In collaboration with the Social Services Director, may act as liaison with ODHS employees, care coordinators, and community partners for consultation and resource development
+ Monitors contract compliance including number of families served, hours of service, caseworker and client satisfaction, records compliance, and ensuring program effectiveness and efficiency
+ Knows and consistently implements all agency established policies, procedures, protocols, and personnel guidelines
+ Work with ODHS staff to ensure positive community relationships and facilitate referrals to meet contract requirements
Other
+ Relates effectively with ODHS staff and community partners, including participation in evaluation activities or community meetings as designated or requested by the contractor, or as assigned by the Social Services Director
+ Participates in regular meetings with the Social Services Director and other supervisors
+ Participates in the agency’s quality improvement process and assists in meeting performance measures in established domains
+ Remains up to date on current research and evidenced based practices
+ Provides direct services to clients as necessary to remain current in practice and technique
Working Conditions
+ Extended periods of time sitting or standing at workstation updating client records, phone work, and computer-based tasks
+ Mobility and dexterity sufficient to assist clients and handle required job related functions and move about the facility
+ Ability to cope with clients who may use challenging or offensive language with potential for escalation to physical aggression
+ May be required to work afternoon, evening, and/or weekend hours
+ Requires continual mental concentration and attention to details
+ Extended periods of focus and attention and computer use are frequently required
+ Strict deadlines must always be met, which may result in stressful situations
