Examples of Work This position is domiciled in the regional office of Southeast Office of Public Health in Region 9 to serve as the Immunization Program Consultant for the region. Under the supervision of the Immunization Supervisor and in collaboration with OPH’s State Immunization Program, the incumbent has direct responsibility for insuring that the Immunization Program goals and objectives are met within her/her assigned geographical area. This position provides functional assistance to OPH regions, parish health unit staff, as well as the management of numerous programmatic functions. This position also serves as the regional consultant to the Statewide Immunization Information System. This position works closely with a diverse group of state, parish, municipal and private professionals to achieve the goals of the Immunization Program. Direct supervision for this position if from the Immunization Program Supervisor, and general supervision is received from the Regional Medical Director, the Regional Administrative Supervisor, and the Assistant Regional Administrator. Job Duties and Responsibilities: Vaccine for Children (VFC) Program/Assessment Feedback Incentives eXchange (AFIX) Programs – Manages the regional activities of the CDC VFC program for all enrolled public and private providers, performing quality assurance visits, participating in physician recruitment and retention, vaccine storage unit inspections and immunization assessment surveys. Coordinates the distribution, storage, and handling of all publicly purchased vaccines received and used within Region 9. Conduct unannounced storage and handling visits to VFC providers. Prepares written reports in these activities to the State VFC Coordinator and State Immunization Program Director, as well as the direct supervisor, and suggest/coordinates corrective action plans. Documents all VFC-related provider site visits /contacts, including education and follow-up, on VPC’s Provider Education, Assessment, and Reporting (PEAR) system. Trains VFC personnel working within Region 9 in activities of the Immunization Program including ordering, administering, recording, the immunization cold0chain, adverse events, and coordinating activities to maximize their effectiveness. Regularly checks vaccine inventory on each site visit to ensure that adequate supplies are on hand, that proper storage techniques are being used and that excess short-dated vaccines are channeled to other locations. Evaluates each VFC provider’s monthly vaccine usage report to verify that vaccine accountability requirements are being met. Investigates any irregularities found during these evaluations and initiates immediate corrective action. Assures vaccine accountability with the goals of minimizing loss, waste and fraud, Investigates potential fraud and/or abuse and communicates with the supervisor and State VFC Coordinator. Ensures AFIX visits and protocols are in compliance with CDC’s program, policies, standards and requirements. Participate in training. Assist with vaccine distribution and transfer to and from VFC providers. Immunization Information System (LINKS) – Serves as the regional consultant for the Louisiana Immunization Network for Kids (LINKS), the states immunization information system. Duties and responsibilities include marketing, recruiting, and enrolling new private providers, healthcare facilities, managing LINKS scheduling, training newly enrolled physicians/organizations, providing technical assistance to both public and private providers with authorized access to the registry to resolve problems and facilitate solutions assisting LINKS users on the basic functions of LINKS. Assessments – Responsible for regulatory enforcement of the provisions of the immunization law and State Sanitary Code Chapter 2 as necessary to improve immunization coverage levels; conducts assessments of immunization levels of all children enrolled in day care, Head Start, schools, early childhood education centers and preschool aged children receiving immunizations from the Parish Health Units. Monitors changes to the state immunization requirements for childcare centers, schools and colleges. Remains current with the National Immunization Survey methodology and results for Louisiana as well as other national rankings related to immunizations. Vaccine Preventable Disease (VPD) Surveillance, Investigations, and Response – Conducts outreach to encourage timely reporting of suspected cases of measles, mumps, rubella, and varicella (MMRV). Participates in the surveillance and investigations of reported cases of MMRV following the guidance, policies, and procedures of the OPH Immunization Program in cooperation with Immunization Supervisor, Regional Medical Director and Infectious Disease Epidemiology team members. Participates in the coordination of laboratory sample collection and transport. Complies and evaluates data; prepares written reports. Provides functional assistance to the OPH Perinatal Hepatitis B Program, including tracking infants exposed to hepatitis B at birth and their families as well as coordinating with regional hospitals and pediatricians. Education/Training – Keeps abreast of new disease and vaccine developments, new product and combination vaccines and schedules through attendance at seminars, trainings, in-services, and staff meetings. Reviews technical articles, federal guidelines and immunization policies and procedures. Emergency Preparedness and Response – Responds to public health emergences as directed and required including but not limited to working in a medical needs shelter, rapid response teams and Points-of-Dispensing (PODS) sites. Participates in drills and exercises and completes required trainings.
