Impact Assessment of Housing Program Interventions Consultant | TCIS
Background
The Terwilliger Center for Innovation in Shelter (TCIS), a division of Habitat for Humanity International (HFHI), has a primary goal of strengthening both the demand and supply aspects of the affordable housing market in the Philippines, to foster a robust and resilient housing environment. To accomplish this objective, TCIS will concentrate on enhancing the accessibility of products, services, and financial resources to enable low-income households to obtain improved housing options.

In the Philippines, the Terwilliger Center is actively devising a market systems program geared towards facilitating the enhancement of quality housing products and services specifically tailored for owner-driven home construction by low-income households. In pursuit of this initiative, TCIS collaborates with private sector entities such as building suppliers, distributors, skills providers, and media outlets to cultivate and expand its commercial ties with low-income consumers, enhancing their access to affordable and high-quality housing solutions.

Moreover, the Terwilliger Center is keen on accumulating evidence of the impact of its interventions and their role in bringing about desired changes in partnership with various stakeholders. Consequently, there is a need for consultants or agencies to directly gather the results of the diverse interventions implemented. This consultancy aims to extract meaningful insights that will not only validate the effectiveness of the interventions but also guide informed decision-making processes. These insights will be instrumental in refining program strategies and enhancing the overall impact and sustainability of TCIS.

Objectives
In general, the objective of this engagement is to gather concrete evidence on the impacts of interventions implemented by HFHI TCIS Philippines. This impact assessment will be used by HFHI program implementers to monitor, evaluate, and learn from the housing program interventions, and provide accountability to our donors and partners.

Key Deliverables
The contractor(s) is expected to provide support to the Monitoring, Evaluation, Accountability, and Learning (MEAL) Lead in implementing the MEAL activities. The contractor is preferably an ‘all-rounder,’ and can deliver the following;
• Meet with the Terwilliger Center to clarify the expectations from the assignment and discuss the initial detailed work, tools, and methodology.
• Attend training and orientation including using data collection, analysis tools
• Implement data collection (Survey, Focus Group Discussion, and/or Key Informant Interviews with the project team, partners, and other market actors/stakeholders, among others) in Cebu.
• Ensure that data gathering, collation, and processing is strictly in compliance with the Data Privacy Act of 2012 (Republic Act No. 10173) and other necessary safety and security measures when conducting field visits (HFHI safeguarding policy linked here)
• Desk review report summarizing key findings from existing literature and documents.
• Cleaned and organized dataset ready for analysis.
• Data analysis report presenting insights and findings derived from the analyzed data.
• Validation report confirming the accuracy and reliability of the findings.
• Well-maintained database containing quantitative data with proper documentation.
• Provide a completion report, i.e. output submitted

Budget and Payment Arrangement
The engagement will be on an on-call basis, with payment scheduled upon the completion of the expected output. Professional fees, inclusive of any applicable taxes, will be disbursed after the fulfillment and submission of the aforementioned deliverables.
Any travel expenses associated with this consultancy, including flights, accommodation, meals, and transportation, will be reimbursed upon presentation of official receipts.
Payment will be processed within 45 days upon receipt of the invoice.

Qualifications
The consultant(s) must possess the following qualifications, skills, and experience:
1. Proven proficiency and relevant professional background in conducting both qualitative and quantitative studies, comprehensive analysis, and reporting on the outcomes and impacts of development initiatives.
2. Established competence in utilizing various tools and methodologies, including desk reviews, household-level surveys, focus group discussions, and key informant interviews with diverse respondent groups, including women and community members.
3. Extensive experience in adhering to data management ethics and methodologies, encompassing recording, processing, visualization, and analysis.
4. Advanced computer proficiency, particularly in Microsoft Word and Excel, along with practical familiarity with information management systems and analysis software.
5. Demonstrated ability to effectively coordinate with diverse teams.
6. Exceptional communication, writing, and interpersonal skills, emphasizing high-quality delivery.
7. Professional fluency in spoken and written English, with a knack for concise and impactful communication.
8. Capacity to lead teams and effectively engage with local communities.
9. Skilled in presenting findings clearly and comprehensively to diverse audiences using written, verbal, and graphical mediums.

Application Procedures
Interested contractors are requested to prepare and submit the following:
1. A 5-page proposal with a menu of services offered, including the amount, a broad outline of methods, and the format of tools to be employed.
2. Two samples of previous works relevant to the assignment (in English).
3. A separate indicative financial proposal containing consultants’ fees, detailing the activities, number of days, and daily rate.
4. The service provider should provide Commercial General Liability insurance, which covers bodily injury or property damage to any third party as part of the requirement.
