Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. _***_ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) _(Within Minnesota or neighboring states) and flexible hours options are available_ _.***_ _**Travel is required 20-30% of the time to visit Tribal Nations and counties in fostering/building relationships as well as supporting programs in the development of strengthening prevention programs that support and/or provide ongoing culturally appropriate prevention services.**_ _The Indian Child Welfare Act Compliance Consultant will participate in the design, development, implementation and coordination of the state’s Indian child welfare compliance and quality improvement process in order to comply with state and federal requirements. This position will conduct compliance reviews and will assist with compliance and quality improvement processes in collaboration with Tribes, counties, division staff and other stakeholders, primarily in the areas of Indian child welfare where a child is identified as an Indian child._ _This position works closely with county and Tribal agency directors and staff in carrying out primary responsibilities and achieving improved performance for being compliant with the Indian Child Welfare Act and Minnesota Indian Family Preservation Act through legislative requirements set forth in Minn. Stat. 477A.0126 including a continuous case review processes evaluation, development and delivery of training necessary to assist Minnesota counties in becoming compliant. Responsibilities include:_ + _Conduct compliance reviews and quality improvement processes with counties/agencies and tribes across the state. Participate in building organizational effectiveness capacity of the Indian child welfare compliance process and compliance improvement and ensure strategic alignment of compliance programs with the mission, vision, goals and priorities of the Division/Administration, consistent with ICWA/MIFPA._ + _Lead, collaborate, design, develop and implement models and products for compliance and compliance/quality improvement including specified training for child welfare practice and performance in Minnesota._ + _Provide other support and complete other duties as assigned to support the mission, vision and values and carry out the responsibilities of the Unit, Division and Department._ **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Three (3) years professional experience working with public welfare programs. Experience must meet all bulleted points below to be considered: + Knowledge and ability to do strategic planning for quality assurance programs statewide. + Knowledge of child welfare, child protection and/or foster care programs and standards. + Knowledge of state statutes, rules and regulations, including ICWA and MIFPA (Indian Child Welfare Act and Minnesota Indian Family Preservation Act). + Experience with collaborative relationships with social services staff at federal, state, county local levels. * A Bachelor’s Degree in human services, social services or related field may substitute for 1 year of experience or A Master’s degree in human services, social services or related field may substitute for 2 years of experience. **Preferred Qualifications** + Variety of experiences working effectively with others from different backgrounds and cultures. + Knowledge of Indian child welfare implementation and best practices. + Experience with evaluating child welfare practice using qualitative case review processes and quantitative data. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DCYF will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
