Preference is for the position to be based in Florida, but consideration will be provided to candidates residing in Georgia or South Carolina. This is a term-limited, benefits eligible position expected to last through September 2026, with the opportunity to extend based on business need. This is a hybrid position.
Helene made landfall in the Florida Big Bend on Thursday, September 26, 2024, before continuing northward and weakening across Georgia, northwest South Carolina, western North Carolina, eastern Tennessee, and Kentucky. Helene brought devastating wind damage and catastrophic flash flooding to these areas before merging with an upper level low centered over the Tennessee and Ohio Valleys. Just two weeks after Helene devasted parts of Florida, Major Hurricane Milton made landfall near Siesta Key on Wednesday, October 9, 2024, as a category 3 hurricane. Milton approached Florida as an extremely dangerous category 5 hurricane before it encountered increasing wind shear. Despite shear imparting some weakening effect on the storm's winds, Milton's wind field expanded as it approached the Florida Peninsula, extending impacts far and away from the storm's center. Impacts to east central Florida were significant, including a tornado outbreak that produced at least 7 confirmed tornadoes (additional surveys are ongoing) and hurricane-force wind gusts that downed trees and power lines. Additionally, on the northern side of Milton, torrential rainfall produced total rainfall amounts of 10 to 15 inches (and higher), leading to localized flooding and rises on area rivers and creeks. The American Red Cross will be standing up a long-term recovery field structure across Florida, Georgia, and South Carolina to provide recovery programming and services to individuals, households, and communities affected by the hurricanes.
The Long-Term Recovery Individual Resiliency and Preparedness Manager reports to the Deputy Director, Long-Term Recovery and serves as the manager of all client services activity, including those related to the Bridge and Expanded Recovery Assistance programs as well as preparedness initiatives. The Individual Resiliency and Preparedness Manager will provide overall case management direction and is responsible for the achievement of the Long-Term Recovery Operation casework and preparedness goals, oversight of and support for casework and case review activities and will closely coordinate with regional and National Headquarters volunteers and employees. The Individual Resiliency and Preparedness Manager will be responsible for reporting, compliance, monitoring and evaluation of all unit activities.
Responsibilities:
Support the design and implementation of program strategies that result in high-quality client services to eligible client population within the defined framework
Assist the Director with strategy and planning related to overall program requirements.
Responsible for hiring, onboarding, training, supervision and management the Caseworker team.
Provide strategic and supportive leadership to the Casework unit team members. Ensure team members receive regular content briefings, supervision, and training.
Analyze and evaluate program services, prepare recommendations and/or implement changes as required.
Review case files and direct client assistance applications as needed.
Provide tools and guidance to Recovery and Regional teams so they can provide eligible households with information and referral resources, as well as guidance specific to available Red Cross assistance.
Ensure that community outreach efforts and Red Cross services reach affected populations, including vulnerable and underserved communities.
Support provision of assistance to individuals and households with remaining unmet needs and qualifying barriers to recovery.
Under the direction of management, liaise with NHQ Long-Term Recovery partners to ensure consistency in service delivery across the American Red Cross.
Plan, implement and execute Long-Term Recovery Preparedness programs in cooperation with internal and external stakeholders.
Capture quantitative and qualitative data, and with support from LTRO and NHQ program leadership, evaluate the effectiveness of preparedness activities.

Qualifications:
Education: Bachelor's degree required.
Experience: Minimum 3 years of related experience or equivalent combination of education and related experience required.
Management Experience: 1 year of lead or supervisory experience.
Skills & Abilities: Excellent interpersonal, verbal and written communication skills. Develop strategies to achieve organizational goals. Demonstrated analytical and decision-making skills to develop creative processes for continuous program or service improvements. Additionally, this position requires ability for planning, public speaking, project management and process improvement. Individuals must be customer oriented, organized, and focused on solutions. Ability to work independently, handle and prioritize multiple tasks. Ability to assess client need and provide services equitably and consistently. Intermediate proficiency with MS Office software, including Teams, Word, Excel, PowerPoint and Outlook. Experience with data visulizations systems like PowerBI and ARC GIS preferred. Familiarity with federal, state and local employment laws. Ability to work on a team.
Travel: Travel may be required.

The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
